911 System strengthens its role in citizen security with technological innovation and operational expansion

Santo Domingo.- The National Emergency and Security Attention System 911 is going through one of its best moments, consolidating itself as a regional benchmark in the management and coordination of emergencies thanks to sustained investment and a process of technological modernization. This was stated by Colonel Pilot Randolfo Rijo Gómez, executive director of the institution, during his participation in the Business Forums 2025: Governmental Management, Challenges, Objectives and Goals, organized by Gala Media Group. Rijo Gómez highlighted that 911 represents an example of State continuity, by maintaining a service in constant improvement with the support of President Luis Abinader, not only in financial resources, but also in the strengthening of inter-institutional relations.

Advances in equipment and coordination of the 911 System

Since 2022, the system has almost completely renewed its fleet of ambulances acquired in 2017 and incorporated modern equipment for the fire departments. Likewise, it has innovated its operational and coordination processes, achieving thousands of daily attentions with greater efficiency. The 911 also plays a key role in the implementation of police reform, providing technology, communication systems, and new attention protocols. Its management model has been studied by countries such as Mexico and Canada and recently assumed the presidency of the subsidiary group of the emergency number of the Organization of American States (OAS), a recognition of its maturity and effectiveness.

National Coverage and Call Handling

Currently, 911 offers coverage in 25 provinces, reaching 92.3% of the country’s population. The only provinces that remain outside the system are those located in the border strip with the lowest population density. The volume of calls handled is high: one every seven seconds, which translates into the management of a real emergency every minute. Regarding unproductive calls —accidental or silent—, the system maintains response protocols and works with mobile phone software manufacturers to reduce this type of incident.

Technological Innovation

The 911 has incorporated the AML (Advanced Mobile Location) advanced geolocation system, present in only 37 countries, which allows the precise location of the person requesting assistance through the sensors of the mobile phone. This technology has even allowed the reception of automatic alerts of traffic accidents. Additionally, the system uses artificial intelligence to assign the most appropriate response units considering their capabilities and real-time traffic conditions, optimizing the route and arrival time.
