Santo Domingo.- Although the Dominican Republic has established itself as one of the most attractive tourist destinations in the Caribbean, several deaths of foreigners in unclear circumstances have raised questions about security, transparency, and the authorities’ response to these events. From tourists suddenly collapsing in hotel rooms to drownings and disappearances on guarded beaches, the cases —many still without a definitive explanation— have generated concern. The most recent case is the death of a woman who was detained at the Haina Detention Center, for deportation to the United States, with no apparent signs of violence. The woman, of American nationality and without identification documents at the time of her detention, had been found by agents of the Tourism Police (POLITUR), wandering on a beach in the East, with signs of mental problems, so she was referred to Immigration. According to the data, the citizen was detained in April, and it was not until last Wednesday that her identity could be confirmed through facial recognition technology.

Fatal Holiday and Other Cases

Between 2018 and 2019, at least twelve American tourists died suddenly in all-inclusive hotels in Punta Cana and La Romana. The victims — mostly middle-aged — collapsed after consuming drinks from the minibar or eating food inside the complex.

Joseph Allen

Joseph Allen, a 55-year-old American residing in New Jersey, was found dead on the morning of June 13 2019 in the room of the Terra Linda Hotel in the coastal city of Sousa, where he was staying.

Allen’s friends with whom he was vacationing told the family that he complained of not feeling well the day before his death. His death adds to those of another 8 American tourists who died that year in similar circumstances. Dominican authorities maintain that the majority of deaths have medical or accidental causes and rule out a pattern of systematic insecurity. However, international pressure has forced the Ministry of Tourism and the Government to review emergency protocols in hotels and to reinforce surveillance on beaches. For some family members abroad, the experience has been doubly tragic: first for the loss and then for the frustration with slow or inconclusive investigations.
