SANTO DOMINGO. – While some figures in Luis Abinader’s cabinet achieve historic approval levels, others face marked popular discontent. The most recent survey by the firm Sondeos, conducted between January 23 and 26, 2026, identifies the 10 officials who currently register the lowest performance levels according to the perception of Dominicans.
The list is headed by Fernando Durán, administrator of Banco Agrícola, who presents only a 7% high valuation, compared to a 15% low valuation and a large sector that rates his management as regular. He is followed by the Minister of Foreign Affairs, Roberto Álvarez, with a 10% approval rating.
The electricity sector and land mobility also show weaknesses in the perception of citizens. Celso Marranzini, president of the Unified Council of Distribution Companies (CUED), holds the third position with a 11% positive valuation, followed by Milton Morrison, current director of the National Institute of Transit and Land Transportation (INTRANT), who registers a 14% approval.
The list of officials with the greatest challenges also includes:
Rolfi Rojas (Neighborhood Development Commission): 15%
David Herrera (INESPRE): 17%
Salvador Ramos (ONAPI): 18%
In the last places of the “Top 10” with the lowest performance appear figures with portfolios of high social sensitivity. Miguel Ceara Hatton, superintendent of Health and Occupational Risks (Sisalril), has a 23% approval rating, while Edgar Feliz, of Social Assistance, registers a 24%.
Closing the list is the Minister of Interior and Police, Faride Raful, who, despite having an active media presence, presents a 32% high rating versus a 16% low rating.
