President Donald Trump again promised a $5,000 payment to every adult U.S. citizen if Republicans retain control of Congress in the November midterm elections, while urging Texas voters to support Republican candidates at a campaign rally in San Antonio.

During the rally, Trump told supporters to vote as if his own name were on the ballot, saying, “Pretend that I’m on the ballot.” He also promoted what he calls the “Trump dividend,” saying the proposed payments would be funded with revenue from tariffs and would have to be spent in the United States.

The proposal would depend on Republicans maintaining control of Congress. Trump first announced the $5,000 payment at the Republican midterm convention in Dallas in September, but details on how the program would be implemented remain unclear and the proposal has not received legislative approval.

At the San Antonio rally, Trump also backed Texas Attorney General Ken Paxton in his Senate campaign against Democratic candidate James Talarico. Texas early voting is scheduled for October 19 through October 30, followed by Election Day on November 3.

Trump has continued to tie the proposed dividend to his administration’s tariff revenues. The plan would involve payments to hundreds of millions of adults, making its estimated cost more than $1 trillion, according to previous reporting.
