Wisteguens Jean Quely Charles, a Haitian national who went viral during his 2025 arrest after shouting “Biden forever” and saying he would not return to Haiti, has been deported to the country after spending approximately 19 months in federal custody.
The Department of Homeland Security confirmed that Immigration and Customs Enforcement deported Charles to Haiti on September 10. DHS identified him as a member of the Back Block Money Gang and said he had 17 criminal convictions.
His criminal record, according to DHS, includes convictions for assault and battery on a public employee, resisting arrest, assault and battery with a dangerous weapon, drug-related offenses, carrying a dangerous weapon, carrying ammunition without a firearm identification card and trespassing.
Charles was arrested by ICE Enforcement and Removal Operations in Mattapan, Massachusetts, on January 22, 2025. Video of the arrest circulated widely after he shouted “F*** Trump, Biden forever” and “I’m not going back to Haiti.”
According to DHS, Charles was admitted to the United States in 2013 under Temporary Protected Status. His TPS was terminated in July 2022, and a Department of Justice immigration judge issued a final order of removal on November 7, 2025.

The deportation was announced by DHS after Fox News correspondent Bill Melugin reported that Charles had been removed on an ICE flight originating in Louisiana.
