Santo Domingo.- President Luis Abinader, through the Legal Consultant of the Executive Branch, Jorge Subero Isa, presented to the Senate of the Republic a bill that proposes amending Article 1 of the Dominican Civil Code.
The initiative aims to update the regulatory framework to establish the same effective date for laws in both the National District and the Santo Domingo province, territories that, despite their administrative division, maintain a common dynamic due to the constant mobility of their inhabitants.
The proposal suggests that the current difference in the effective date of laws between both jurisdictions creates a one-day gap that can lead to inequality in the application of regulations and affect the legal certainty of citizens.
The Executive Branch considers that, due to the social, economic, labor, and educational integration existing between the National District and the Santo Domingo province, it is necessary to adapt the legislation to the current reality.

The project also contemplates recognizing the validity of the publication of laws through official electronic means, granting them the same legal effect as printed publication.

According to the proposal presented to the Senate, this amendment represents a step towards the modernization of the Dominican legal system, strengthening equal access to legal information and the uniform application of regulatory provisions.
