The definitive report following the blackout that occurred on November 11, 2025, recommended the installation of protections in double-bus substations throughout the country, so that an event like that would not happen again, but it did.
When questioned by De Último Minuto about the execution of these recommendations, the Minister of Energy and Mines assured that they were applied, without further details.
In its conclusions, the report also recommended that the competent authorities make operational adjustments to take advantage of new technologies in thermal and renewable generators, integration of battery storage systems for auxiliary services and autonomous start-up, review and adjustment of protection and automatic disconnection scheme response times, as well as verification of high-frequency criteria and auxiliary services in several generation plants.
The November blackout occurred due to an initial event associated with work to repair a detachment of an insulator that supports a cable on the 138,000-volt (138 kV) transmission line that connects the San Pedro de Macorís substation, which caused an incorrect manual maneuver of the 138 kV San Pedro de Macorís (SPM) – Cumayasa line sectioner.
This Monday’s event began with the tripping of the 138-kilovolt (kV) Hainamosa-Villa Duarte line breaker and caused a major failure in the system, said the energy minister.
