Santo Domingo, D.R. – The National Association of Young Entrepreneurs (ANJE), in collaboration with UNIBE, held a discussion called “Novelties and challenges of the reform of the Penal and Criminal Procedure Codes”, a space aimed at analyzing the main changes introduced in these regulations, as well as their legal, institutional and business implications, along with the challenges posed by their implementation for the justice system and the legal security climate of the country.
The agenda included welcome remarks by UNIBE authorities, headed by its rector, Dr. Odile Camilo Vincent, as well as the president of ANJE, Boris De León Reyes. The introduction and presentation of the speaker was given by Ralvin Gross, director and coordinator of the Justice and Legislation Commission of ANJE.
Boris De León Reyes, president of ANJE, considered that the reforms represent a key opportunity to strengthen institutionalism, legal security, and trust in the justice system in the Dominican Republic, and that the debate on the criminal liability of companies promotes higher standards of compliance, transparency, and governance in the private sector.

The activity took place at UNIBE and was attended by magistrate Yeni Berenice Reynoso, Attorney General of the Republic, who was in charge of the central presentation. During her intervention, she explained that this reform seeks to consolidate a more humane, modern and efficient criminal justice system, in full harmony with constitutional standards.
In that context, he highlighted key advances that strengthen the country’s criminal legal framework, such as the inclusion of a more structured general part, the incorporation of new criminal offenses in line with the challenges, and the integration of criteria from the Constitutional Court.
He also emphasized the adaptation to a new classification of infractions and its consistent articulation with the current legal framework, thus contributing to a more updated, comprehensive system aligned with the needs of Dominican society.
He also highlighted the strengthening of fundamental principles and rights, including the presumption of innocence, technical assistance, and an active defense from the initial stages of the process.
In this context, recent data highlights the relevance of strengthening the institutional response, taking into account that between 2025 and 2026 there has been an approximate 20% reduction in reports of domestic violence, although, and as the magistrate emphasized, these cases continue to represent a significant proportion within the statistics of the justice system.
Reynoso also emphasized the challenges involved in implementing these reforms, particularly in terms of institutional adaptation, training of system actors, and effective compliance with the new procedures.
The event was part of ANJE’s efforts to promote technical analysis and constructive dialogue around key reforms for institutional strengthening and the country’s economic development.
