The National Council of Private Enterprise (Conep) reported that it submitted a set of observations on the new Penal Code to the Chamber of Deputies and requested an extension of the deadline for its entry into force.
In a statement, Conep reported that it submitted a technical proposal with recommendations on various articles of Law 74-25, prepared after consulting business associations, companies, legal experts, and specialists.
The observations cover aspects such as the criminal liability of legal entities and medical personnel, freedom of expression, and the classification of crimes linked to artificial intelligence, cybersecurity, and pyramid schemes.
The organization maintained that an extension in the entry into force of the regulation would allow for an exhaustive review of the modifications and the preparation of their correct application, without this implying a reduction in the responsibility of those who commit infractions.
Conep also expressed its willingness to continue collaborating with the legislative commission studying the reform, considering that technical dialogue will contribute to strengthening the new Penal Code.

Precisely this Thursday, the President of the Chamber of Deputies, Alfredo Pacheco, reported that the review of the report on the Penal Code reform was postponed until Friday in order to continue evaluating the modification proposals presented by different sectors.
Pacheco explained that the decision was adopted after a process of consultation and consensus among political forces and will allow for continued review of the suggestions before submitting the bill to the plenary of the Chamber of Deputies.
The legislator indicated that a subcommittee headed by Senator Pedro Catrain is working together with the technical staff of the Senate and the Chamber of Deputies on the revision of the text, while the bicameral commission has made progress in the analysis of the central aspects of the initiative.

The President of the Chamber stated that, although the debate on the Penal Code was postponed, the National Congress continues with the consideration of other legislative initiatives and reiterated his intention that the discussion of the reform be developed with the greatest possible consensus.
