The Dominican Government authorized the use of the qualified digital signature for the approval of payment orders through the Financial Management Information System (SIGEF) and validated through the Government Signature Manager (FIRMAGOB) in order to reduce payment times and streamline administrative procedures within public institutions.
To formalize this measure, the Minister of Finance and Economy (MHE), Magín Díaz; the Minister of Public Administration (MAP), Sigmund Freund; the Comptroller General of the Republic, Geraldo Espinosa, and the National Treasurer, Luis Delgado, signed the joint resolution establishing the guidelines for the implementation of this provision.
“We are moving towards a modern, efficient, and much more transparent management aligned with the zero bureaucracy objectives promoted by President Luis Abinader and with a focus on improving processes and facilitating the day-to-day lives of citizens,” highlighted Minister Díaz when signing with the other heads.
With this initiative, the State seeks to optimize response times, strengthen internal control, and contribute to public management aligned with digital transformation, based on Law 126-02 on Electronic Commerce, Documents and Digital Signatures, thus strengthening financial management and operational continuity.
During his intervention, the Minister of Public Administration, Sigmund Freund, pointed out that this joint resolution will allow further progress towards the achievement of a modern State, by streamlining procedures that allow reducing times safely and thus raising the level of competitiveness of the country.

Timeline
The implementation of the digital signature will be carried out progressively, according to a schedule defined by the MHE, in coordination with the Comptroller General of the Republic, the MAP and the Government Office of Information and Communication Technologies (OGTIC).
Your application will be mandatory for entities of the Central Government, decentralized and non-financial autonomous institutions, social security, as well as non-financial organizations that execute their budgetary and financial operations through SIGEF.
Role of the institutions
From the implementation of the digital signature in SIGEF and FIRMAGOB, the Comptroller’s Office will take as a basis the electronic files and digitally signed documents for the processes of review, fiscalization and internal control, which will be valid for the execution of the payment process by the National Treasury.

The institutions covered by the scope of application of the aforementioned resolution must submit information regarding the number of payment orders processed and digitally signed; processing and authorization times; technical, operational or administrative incidents recorded; the use of the contingency mechanism; the officials authorized as principal and substitute signatories; and any other indicator necessary for monitoring, internal control, continuous improvement, traceability and auditing.
SIGEF
The SIGEF is the computer system of the central administration of the State for the processing, registration and control of budgetary, treasury and accounting processes in the operations of payroll, acquisition of goods, services and works, as well as income and financing of State institutions.
