MESCyT, UASD, and UNESCO promote Dominican Digital Citizenship with a keynote conference
Santo Domingo. – The Ministry of Higher Education, Science and Technology (MESCyT), in partnership with the Universidad Autónoma de Santo Domingo (UASD) and UNESCO, announces the keynote conference “Digital Citizenship: Meaning and Scope”, which will be held on September 2nd and 3rd, 2025.
The event marks the beginning of the national program “From the academy building critical and participatory citizenship”, aimed at promoting responsible digital citizenship in the Dominican Republic.
The conference will take place on September 2nd at the UASD headquarters in Santo Domingo and on September 3rd at the Santiago campus, under the direction of MESCyT and with the support of UNESCO.
Fostering a critical and responsible digital citizenship
The head of MESCyT, Dr. Franklin García Fermín, highlighted that this initiative aligns with the public policies of President Luis Abinader, to position the country as a benchmark in digital transformation, within the framework of the National Artificial Intelligence Strategy and the Digital Agenda 2030.
“We promote a cyber-citizenship that fosters transparency, participation, and inclusion in Dominican digital spaces,” affirmed García Fermín. The conference will feature the participation of Dr. Roxana Morduchowicz, an expert in youth culture and principal advisor to UNESCO on Digital Citizenship.
Morduchowicz will address how teachers can integrate artificial intelligence (AI) tools, such as ChatGPT, in the classroom to transform educational processes and foster critical and creative thinking. “AI is not a threat, but an opportunity to rethink teaching and train digital citizens capable of questioning information,” the expert pointed out.
The event will also emphasize the ethical challenges of AI, such as misinformation, deepfakes, and algorithmic biases, promoting a critical understanding to counter these threats and strengthen informed decision-making.
A joint effort for digital education
The program is supported by the Vice Ministry of Science and Technology of MESCyT, led by Dr. Genaro Rodríguez Martínez; the Vice Ministry of Extension, headed by the interim vice minister Carmen Molina; and the Directorate of Promotion and Dissemination of Science and Technology, headed by Andrés Merejo. On behalf of UASD, the Vice-Rectorate of Extension, under the direction of Dr. Rosalía Sosa, joins as a strategic ally, along with the Latin American Digital Citizenship Network of UNESCO.
Conference Objectives
The conference seeks to: Position digital citizenship on the public agenda, promoting a reflexive, ethical, and participatory use of technologies and the Internet. Strengthen the skills of teachers and students as digital citizens, capable of critically analyzing technologies before using them.
Raise awareness among the educational community about the importance of digital citizenship and lay the foundations for a national training program in this area. Contribute to the UNESCO Latin American Digital Citizenship program, which already involves 15 countries in the region.
The conference is a key step in empowering Dominicans as responsible cybercitizens, capable of discerning truthful information, questioning biased narratives, and contributing to inclusive digital communities.
During the press conference, the Vice Minister of MESCyT, Carmen Evarista Matías, interim Vice Minister Carmen Molina, the Director of Promotion and Dissemination of Science and Technology, Andrés Merejo, as well as the Vice-Rector of Extension of UASD, Dr. Rosalía Sosa, were present.
