Santo Domingo.- The Public Ministry maintains that the criminal structure that operated within the National Health Insurance (
SeNaSa), led by its then executive director, Santiago Hazim Albainy, used key mechanisms to conceal the illicit assets generated by fraud with the use of front men.
These third parties, according to PEPCA, served as a front to register vehicles, properties, and other assets acquired with funds from the embezzlement.
The investigation details that, once the resources were diverted through fraudulent contracts, fictitious invoices, or irregular payments, the members of the network converted the money into cash or used it to acquire properties that were not registered in their name, but in the name of associates or shell companies linked to the scheme.
According to the indictment, this strategy allowed the concealment of the wealth growth of the main defendants, hindering the traceability of funds and evading the scrutiny of tax and anti-money laundering authorities.
The Public Ministry maintains that this concealment maneuver not only constitutes aggravated money laundering, but also allowed for the maintenance of a lifestyle inconsistent with the public functions performed by the members of the criminal structure.
Authorities state that they continue to identify and recover assets acquired through this scheme, with the aim of restoring part of the patrimonial damage caused to the Dominican State.
Coercion Measure
It will be at 2:00 p.m. this Tuesday when the Permanent Attention Office of the National District knows coercion measure against Santiago Hazim and the other nine defendants in Operation Cobra.
The Public Ministry requested 18 months of preventive prison, as a coercive measure, for the accused and that the case be declared complex.
Those implicated in Operation Cobra are, in addition to Hazim: Gustavo Enrique Messina Cruz, Germán Rafael Robles Quiñones, Francisco Iván Minaya Pérez, Eduardo Read Estrella, Cinty Acosta Sención, Rafael Luis Martínez Hazim, Ramón Alan Speakler Mateo and Heidi Mariela Pineda Perdom.
