Santo Domingo.— The National Police commemorated this Tuesday the 22nd anniversary of the Higher Police Education Institute (IPES) with a thanksgiving mass, where it reaffirmed its commitment to institutional transformation through the strengthening of the academic training of its agents.
The ceremony, held in the auditorium of the Juan Pablo Duarte y Díez Educational Plaza, brought together police, military, government, academic, and religious authorities, who highlighted the trajectory of the IPES as the institution’s main center for higher education and its contribution to strengthening citizen security through quality education.
The event was led by the Deputy Director General of the National Police, General Esteban Figuereo García, representing the Director General, Major General Andrés Modesto Cruz Cruz. Also participating were the Inspector General of the institution, General Ernesto Rafael Rodríguez García, and the Rector of the IPES, General Juan Hilario Guzmán Badía.
During his keynote speech, the rector of the IPES stated that the transformation of the National Police is advancing hand-in-hand with the strengthening of police education, through the expansion of academic offerings, the incorporation of new technologies, the updating of the regulatory framework, and the promotion of continuous training programs to respond to current security challenges.

Among the main advances, the launch of the Master’s Degree in Management and Citizen Security and the Higher Technician in Police Operations, approved by the National Council for Higher Education, Science and Technology (CONESCyT), stood out, in addition to other specialized programs aimed at strengthening the technical and professional competencies of the institution’s members.

General Guzmán Badía maintained that police transformation is not only reflected in academic training, but also in the respect for life, human dignity, fundamental rights, and the rational and professional use of force, principles that, he assured, strengthen the citizenry’s trust in the institution.
Likewise, it renewed the IPES’s commitment to academic excellence, innovation, and continuous improvement, by recognizing the work of teachers, instructors, administrative staff, students, and graduates who have contributed to the growth and consolidation of the institute.
The Eucharist was officiated by Monsignor Carlos Tomás Morel Diplán, Coadjutor Archbishop of the Archdiocese of Santo Domingo, who highlighted that the 22 years of IPES represent an opportunity to value the progress achieved and reflect on the role of education in institutional and social development.

Created by Decree No. 610-04, of July 7, 2004, the Higher Police Education Institute, then called the Specialized Institute of Higher Studies of the National Police (IEESPON), has established itself as the main center for higher education of the institution and one of the pillars of the modernization and professionalization process of the National Police.
