Santo Domingo.– The National Office of Support for Penitentiary Reform (ONAPREP) welcomed the approval of this law and highlighted its immediate impact on the stability and efficiency of the penitentiary system, weakened by administrative dispersion and lack of autonomy.
“La creación del Ministerio de Justicia garantiza que los avances en materia de reforma penitenciaria no se reviertan con cada cambio de gestión. Esta ley le otorga estabilidad institucional al sistema y lo convierte en una prioridad del Estado”,
expresó el director de ONAPREP, Roberto Santana.
For more than six decades, the prison system has been divided between the Attorney General’s Office, the Army, and the National Police, without unified direction or its own budget. This reality has hindered its development and compromised citizen security.
“¿Cómo puede funcionar un sistema dirigido por varias entidades diferentes, donde ni siquiera se puede designar al personal básico? El Ministerio de Justicia llega para romper con esa fragmentación y construir una estructura sólida, eficiente y profesional”,
enfatizó Santana.
The new law will also allow the penitentiary system to fulfill its true function: to guarantee the rehabilitation and reintegration of people deprived of their liberty, which will directly affect the reduction of crime.
ONAPREP considers this progress to be the starting point for a true transformation in prison management and calls on the Dominican State to accelerate the implementation of this new institutional framework.
