The President of Honduras, Juan Nasry Asfura, has stepped forward by announcing the elaboration of a new Transparency and Anti-Corruption Law, with the aim of strengthening the fight against illicit practices in state institutions.
The initiative will be designed by the Attorney General’s Office (PGR) and is integrated as one of the pillars of a comprehensive strategy to curb corruption and promote administrative efficiency, factors repeatedly pointed out by national and international organizations as obstacles to development and citizen trust.
In the National Congress, the elimination of the
Transparency Secretariat is being discussed, with the aim of returning to the PGR all functions related to the fight against corruption and thus centralizing and reinforcing public control mechanisms.
The lawyer
Dagoberto Aspra, proposed as the new Attorney General, informed the media that a package of legal reforms is being prepared aimed at transferring these powers to the Attorney General’s Office and strengthening its role as a benchmark in anti-corruption matters.
Aspra pointed out:
“Through a package of legal reforms we are asking that the functions that the Transparency Secretariat had be returned to the Attorney General’s Office and to be able to lead an anti-corruption strategy”.
The institutional debate coincides with the need to adjust the regulatory framework for public procurement and contracting. Aspra detailed that the State Contracting Law and other fundamental regulations will be reviewed to prevent and sanction irregularities in bidding processes and resource management.
The future head of the PGR pointed out:
“We are also going to strengthen the State Contracting Law, among other laws, so that corrupt practices are not registered. We are going to assess the demands and we are going to try to recover the country’s finances”.
In parallel with the legal reforms, Aspra announced the elaboration of a procedures manual aimed at the ministers of State, with the objective of regulating the dismissals of personnel and preventing administrative errors from leading to judicial expenses that overload public finances.
The purpose, he explained, is for the
National Anti-Corruption Policy to be managed and supervised directly by the PGR in coordination with the
National Anti-Corruption Council (CNA) and the
Association for a More Just Society (ASJ).
In light of these changes,
four of the five presidential candidates signed a memorandum of understanding to promote the establishment of the
International Commission against Corruption and Impunity in Honduras (
CICIH), which demonstrates a political consensus on the need to advance the prevention and prosecution of corruption offenses.
The commitment to the CICIH was resumed by President Asfura, who recalled that on September 4, 2025, he acquired before the CNA the responsibility to promote this international mechanism, inspired by the experience of the
CICIG in Guatemala.
Regarding this, the head of the Executive explained that the installation of the CICIH will depend on the prior consolidation of a robust legal framework, as well as the effective coordination between local institutions and international organizations.
During the
simultaneous inauguration of the 2026 school year, President Asfura emphasized that the fight against corruption remains a priority of his government and that transparency should guide all conduct in the public sphere.
The president stated:
“Combating corruption is a priority. Therefore, through the Attorney General’s Office, a law against corruption and public behavior based on transparency will be developed”.
In the same event, Asfura specified that the books recently delivered to the students do not come from public funds, but were acquired through donations and contributions from his personal assets.
On this point, he declared:
“The payment for these books is not with government money, it is based on donations and own resources”.
The president also addressed a message to the municipalities affected by the rainy weather, assuring that the government is closely monitoring the evolution of the emergency and is ready to assist the communities at risk.
In the international arena, he confirmed that he is awaiting the definition of a date and time for a meeting with the President of
the United States, Donald Trump, a meeting that could have repercussions on cooperation, migration, and support for anti-corruption efforts.
