Santo Domingo.- The National Council of the Magistracy (CNM) confirmed this Tuesday Samuel Arias Arzeno as a judge of the Supreme Court of Justice (SCJ), after concluding the performance evaluation process of the high court’s magistrates.
Arias Arzeno has been a member of the First Chamber of the Supreme Court of Justice since 2019 and has a career linked to legal practice, university teaching, access to justice, and alternative dispute resolution mechanisms.

Samuel Arias Arzeno holds a Law degree from the Pedro Henríquez Ureña National University (UNPHU) and an international master’s degree in Conflict Resolution from the Open University of Catalonia.
The magistrate has more than two decades of experience as a university professor and was director of the School of Law at the Pontificia Universidad Católica Madre y Maestra (PUCMM).
In terms of access to justice and alternative dispute resolution, he/she is noted for having proposed the General Regulations on Non-Adversarial Conflict Resolution Mechanisms and the Guide for the Referral of Judicial Cases.

In the institutional sphere, Samuel Arias chaired the Executive Commission for Document Management and the Internal Commission of the Judiciary for Open Data.
Likewise, he/she has participated in initiatives related to Alternative Dispute Resolution Mechanisms and Drug Treatment Courts (ADR-DTC).
Recently, they defended with the highest distinction, cum laude, their doctoral thesis on access to civil justice for people living in poverty, within the framework of the joint doctoral program of the Externado University of Colombia and the PUCMM.
