Beijing.- Chinese President Xi Jinping affirmed that China “will always be a good friend and partner” of the countries of
Latin America and the Caribbean, in a congratulatory message sent to the X Summit of the Community of Latin American and Caribbean States (Celac), inaugurated this Saturday in Colombia.
In his statement, Xi highlighted the regional bloc’s role in “promoting stability, development” and “cooperation of the ‘global south'”, and reiterated Beijing’s support for Latin American and Caribbean countries in “defending their sovereignty, security and development interests”, according to the Chinese Foreign Ministry.
The Advancement of Relations Between China and CELAC
The leader also emphasized that the relationship between China and CELAC has advanced in the last year after the IV Ministerial Meeting of the China-CELAC Forum, held in Beijing in May 2025, in which both parties agreed to promote a cooperation agenda focused on five areas: unity, development, civilization, peace and exchanges between peoples.
That meeting, which was attended by several Latin American leaders, approved an action plan for the period 2025-2027 with a hundred projects and a credit line of 60,000 million yuan (376 million dollars), in a context of growing economic and political links between both regions.
At that event, China and the countries of Latin America and the Caribbean mapped out cooperation in a forum where presidents and foreign ministers defended their right to decide with whom to trade, just weeks after the global tariff war initiated by the United States.
This Saturday’s day in Bogotá was marked by the High-Level Forum Celac–Africa, in which countries from both regions joined to reject all forms of domination, from slavery and colonialism of the past to the blockades and wars of the present, and during which Colombia transferred to Uruguay the pro tempore presidency of the regional organization.
