However, he was neither an engineer nor a certified technician in structures.<\/p>\n<p>The tasks, according to the file, included the application of cement, asphalt tarpaulins and zabaletas, in addition to the replacement of panels by Jim\u00e9nez with the help of <strong>another employee (Jos\u00e9 Luis Garc\u00eda) and two Haitian nationals known as \u201cCaballito\u201d and \u201cEl Grande\u201d<\/strong>, who also did not have professional training in construction.<\/p>\n<p>\u201cThese repairs were carried out in an improvised manner, without load studies, without technical direction, and with inappropriate materials,\u201d highlights the Public Ministry.
