Today we are firmer than ever in the fight against corruption and against impunity,&#8221; said Abinader.\n\n\n<h3 class=\"wp-block-heading\"><strong>Referred Cases and Sanctioning Measures<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">To date, the Executive has sent <strong>287 files<\/strong> of administrative offenses to the Ministry of Public Administration (MAP), related to practices such as abuse of power, nepotism, workplace harassment, and duplication of functions. Likewise, <strong>49 civil servants in office<\/strong> have been sent to the Public Prosecutor&#8217;s Office for judicial purposes.<\/p>\n\n\nThe president pointed out that many of these investigations originated thanks to citizen complaints, thus strengthening the participation of civil society in the control of public resources.\n\n\n<h3 class=\"wp-block-heading\">New regulations and preventive approach<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Among the most recent milestones, the issuance of <strong>Decree 166-25<\/strong> stands out, which establishes sanctions for non-compliance with transparency regulations, including the loss of extraordinary benefits. The measure will come into effect in September of this year.<\/p>\n\n\nThe evolution of the former Public Ethics Commissions towards <strong>Governmental Integrity and Compliance Commissions<\/strong> was also highlighted, in application of <strong>Decree 791-21<\/strong>, with the aim of strengthening internal control mechanisms in each state institution.\n\n\n<h3 class=\"wp-block-heading\"><strong>Institutional Evaluation and Capacity Building<\/strong><\/h3>\n\n\nFrom January to March 2025, the General Directorate of Ethics and Governmental Integrity (DIGEIG) evaluated <strong>230 public institutions<\/strong>, of which <strong>211 achieved scores between 85 and 100<\/strong>, demonstrating a high level of compliance in terms of transparency.\n\nIn addition, more than <strong>8,000 public servants<\/strong> have received training on topics such as public procurement, risk management, bribery prevention, and conflicts of interest.\n\nThe DIGEIG also prepared <strong>96 risk matrices<\/strong> to detect vulnerabilities in institutional processes and works hand in hand with the <strong>OECD<\/strong> to strengthen the National Public Integrity System.\n\n\n<h3 class=\"wp-block-heading\"><strong>Transparency in elected positions<\/strong><\/h3>\n\n\nIn an effort to map transparency in public function, the DIGEIG conducted the first study on elected public servants.
