Esta ley le otorga estabilidad institucional al sistema y lo convierte en una prioridad del Estado\u201d, <\/p><cite>expres\u00f3 el director de ONAPREP, Roberto Santana.<\/cite><\/blockquote><\/figure>\n\n\nFor more than six decades, the prison system has been divided between the Attorney General&#8217;s Office, the Army, and the National Police, without unified direction or its own budget.
