It is perfectible, it is improvable, but it is a Penal Code in which there have been advances. Perhaps it is not the one I would like, but there have been advances,&#8221;<\/strong> expressed the Head of State.<\/p>\n\n\nAbinader cited as an example cases in which individuals with multiple criminal records have remained on the streets, due to the lack of stricter legal tools to effectively sanction them.\n\n&#8220;There have been criminals who are residents and have committed three and four crimes, and they are on the street because we have an outdated and imperfect code.
