Read more: V\u00edctor Atallah: “For the government, people’s health is a priority”<\/a><\/strong><\/h3>\n\n\nWhen heading the swearing-in ceremony, Atallah highlighted Edward’s extensive career and experience, wishing him success in the performance of his new duties.\n\nUpon assuming his new responsibility at SeNaSa, Guzm\u00e1n expressed his commitment to work towards a management based on transparency, efficiency, and continuous improvement of the experience of affiliates and providers, with the aim of strengthening trust in the services of the National Health Insurance.\n\nWith its designation, SeNaSa is expected to continue consolidating its role as the cornerstone of the Dominican health system, strengthening citizen trust and advancing towards a more equitable, efficient, and people-centered coverage.\n\n\n

Edward Guzman’s Profile<\/strong><\/p>\n\n\nGuzm\u00e1n is a doctor graduated from the Pontificia Universidad Cat\u00f3lica Madre y Maestra (PUCMM). He holds two master’s degrees: Management and Administration of Social Security Systems, from the University of Alcal\u00e1-OISS, and Business Administration (MBA) from the Universidad Cat\u00f3lica Argentina (UCA). In addition, he is a specialist in Economics and Health Management.\n\nHe has developed an extensive professional career as a university professor at PUCMM, where he teaches subjects in public health and social security.\n\nAt SeNaSa, he held various positions: head of Medical Auditing, head of the Health Management, coordinator of the project “SeNaSa Takes Care of You” and of the SNS-SeNaSa Framework Agreement.\n\nIn August 2020, he was appointed Vice Minister of Planning and Development of the Ministry of Public Health, joining the Health Cabinet and actively participating in the National Vaccination Plan “Vac\u00fanate RD”.\n\nSubsequently, in April 2022, he assumed the general management of the National Council for Social Security (CNSS), where he promoted reforms aimed at transparency, efficiency, and equity in access to health services and social protection.\n\n\n

About SeNaSa<\/strong><\/p>\n\n\nThe National Health Insurance is the Health Risk Administrator (ARS) with the largest number of affiliates in the country, covering more than 70% of the Dominican population, with a growing participation in the contributory regime.\n\nAccording to article 159 of Law 87-01, SeNaSa has a Council and an Executive Directorate, and is responsible for guaranteeing quality health services to its affiliates, managing risk with efficiency and equity, and organizing a national network of providers under decentralization criteria.
