Recognition of Senator Zorrilla<\/strong><\/h3>\n\n\nIn the same act, the Council, chaired by Jos\u00e9 Fernando P\u00e9rez Volquez, presented a recognition to Senator Santiago Jos\u00e9 Zorrilla, representative of the province of El Seibo, in merit of his \u201cimpeccable career of honesty, leadership and unwavering dedication to public service.\u201d<\/strong>\n\nThe award highlighted the legislator’s role as chairman of the Bicameral Commission who, after arduous debates with his fellow senators and deputies, made possible the approval of the Penal Code, enacted as Law 74-25 by President Luis Abinader on August 3, 2025.\n\n\u201cWith his exemplary management, Senator Zorrilla contributed to the strengthening of a firmer, more humane, and modern justice system, closing a cycle that began in 1884 and opening a new stage for Dominican justice. Where there is law, there is hope,\u201d<\/strong> they expressed when presenting the recognition plaque.\n\n\n

Observations in debate<\/strong><\/h3>\n\n\nThe CNEXPCARD reiterated that although the new Penal Code is a step forward, some articles require technical adjustments. Among them, they cited the sanctions for non-consensual relationships, which they consider excessive, and the penalties for traffic accidents caused by serious negligence, which are still light compared to the magnitude of the tragedies they generate.\n\nThe Council announced that it will continue working on a document with modification proposals that will be submitted to the National Congress.","protected":false},"excerpt":{"rendered":"
