Moscow.-<\/strong> The Russian President, Vladimir Putin<\/strong>, further hardened his negotiating position today by declaring that he will only agree to meet with the Ukrainian leader, Volodymyr Zelensky<\/strong>, if it is in Moscow, while ruling out the presence of Western troops in the neighboring country, both before and after the signing of a peace agreement.<\/p>\n\n\n“The Ukrainian side wants and proposes this meeting. I already said: ‘I am ready, please come, we guarantee full and complete working and security conditions. The guarantee is 100%,'” he said, speaking at the Eastern Economic Forum held on Friday in the port city of Vladivostok (Pacific Ocean).\n\nThe Russian stance has not ceased to harden since the mid-August summit in Alaska between Putin and US President Donald Trump<\/strong>, whom Europe called this week to increase pressure on the Kremlin through new sanctions.\n\nThis occurs when the Mediazona portal and the Russian service of the BBC placed the number of Russian soldiers killed in action since February 2022 at over 128,000, more than half of them reservists, volunteers, and former prisoners, a death toll that skyrocketed during this summer campaign.\n\n\n

Putin digs in with Zelensky<\/strong><\/h2>\n\n\nPutin, visibly tired after four days of visiting China and several official events on Thursday in the Russian Far East, was not very keen to talk about Ukraine, especially a future summit with his biggest enemy, something he considers practically a humiliation.\n\n\n

“Next time, if someone really wants to meet with us, we are ready. The best place for this is the capital of the Russian Federation, the hero city Moscow,” he stated, after which the room burst into loud applause.<\/p>\n<\/blockquote>\n\n\nThe Kremlin chief, who hasn’t met with Zelensky since December 2019, called Kyiv’s proposal for the meeting to take place in a third country “gratuitous.”\n\nAt the same time, he asserted that as of today, he sees no point in such a meeting, largely due to the alleged lack of legitimacy of Zelensky as the Ukrainian head of state, an argument that Putin has been repeating since May 2024, as Moscow considers that a mandate expired that the Constitution does not allow him to extend even in the event of war.\n\n“I don’t see much point in it. Why? Because reaching an agreement with the Ukrainian side is practically impossible on key issues. Even if there is political will, which I doubt, there are legal and technical difficulties,” he stated.\n\nZelensky assured the day before in Paris that the invitation to travel to Moscow is a demonstration that Putin does not want, in any case, to meet with him, while the Foreign Minister, Andrii Sibiga, called the proposal “unacceptable”.\n\n“He invited him to talk, not to capitulate,” replied today Dmitri Peskov, Kremlin spokesman.\n\nThe Vatican, Turkey, Switzerland, and the Persian Gulf countries have offered to host the summit, which has the backing of the White House.\n\n\n

No mention of peace troops<\/strong><\/h2>\n\n\nRegarding the presence of foreign troops,<\/strong> something that was addressed again this Thursday by the Coalition of Volunteers in Paris, the Russian leader ruled it out completely both before and after the war.\n\nIt hardly matters that those European forces – the Trump Administration has rejected a possible US deployment – would never be near the line of separation of forces, but in the rear.\n\n\n

“That is one of the original causes of the conflict, Ukraine’s approach to NATO. Therefore, if troops appear there, especially now, during military actions, they will be legitimate targets,” Putin explained.<\/p>\n<\/blockquote>\n\n\nHe said the same in case an agreement is reached that leads “to a lasting peace” between both countries. “Then, I see no point in their presence on Ukrainian territory. And the fact is that, if an agreement is reached, no one doubts that Russia will comply with it in full,” he insisted.\n\nReferring to the suspected reappearance this week in Russian media of the ousted Ukrainian president, Viktor Yanukovych, he recalled that the latter opposed joining NATO<\/a>, while the authorities who overthrew him are now in favor.\n\n“Precisely, this does not suit us at all,” he affirmed and added that Russia “will respect the security guarantees which, of course, must be approved for Russia and for Ukraine.”\n\nPutin has never explained how far he is willing to go with the guarantees for Kyiv, although Moscow insists on a neutral and non-nuclear Ukraine, to which is added the need to reverse the expansion of NATO in Eastern Europe and the approach of allied infrastructure to the Russian borders and the post-Soviet space.\n\n“Be that as it may, for the moment no one has seriously addressed this with us,” he stated.","protected":false},"excerpt":{"rendered":"
