On the one hand, the Commission found that during that period, French national and regional authorities granted 9 million euros in subsidies to invest in the city’s airport infrastructure and another 2.7 million euros to support the activities of the CCI.<\/p>\n\n\nBut it has concluded that these aids were “necessary and proportionate” as they contributed to the modernization of the airport without generating excessive profits, while not unduly distorting competition with other nearby airports such as those of Perpignan, B\u00e9ziers, Castres-Mazamet or Toulouse-Blagnac, and therefore considers them compatible with European rules.\n\nOn the other hand, the Commission analyzed several marketing and airport services agreements signed at the same time between the manager CCI and Ryanair, through which the airline received 8.9 million euros. These agreements set the airport fees for Ryanair and the airline committed to operating certain routes to Carcassonne and to achieving specific passenger targets.\n\nIn this case, the European Competition regulator has concluded that eleven of the sixteen agreements analyzed constitute incompatible State aid since they conferred an advantage on Ryanair over its competitors.\n\nSpecifically, Brussels has assessed the profitability of the agreements to determine whether a private operator would have signed similar contracts and found that the profitability “evolved to Ryanair’s benefit” because CCI began to pay higher marketing fees to Ryanair for similar services, while reducing its per-passenger fees.\n\nThe advantage granted to Ryanair amounts to 1.8 million euros, according to the calculation of the European Commission, which has now ordered France to recover “without delay” these illegal state aids plus interest.\n\nThe recovery of these funds, the institution recalled, does not constitute a fine, but a measure to restore the situation that existed before the airline benefited from these undue aids.","protected":false},"excerpt":{"rendered":"
