SANTO DOMINGO. \u2014<\/strong> The General Directorate of Penitentiary and Correctional Services (DGSPC)<\/strong> began this Wednesday the historic transfer of inmates from the National Penitentiary of La Victoria to the new Correction and Rehabilitation Center (CCR) Las Parras, located in San Antonio de Guerra.<\/strong><\/p>\n\n\nThe head of the DGSPC, Roberto Santana S\u00e1nchez, supervised the operation and highlighted that this step marks the beginning of the definitive closure of La Victoria, built in 1952 for 1,700 inmates and which today houses more than 9,300, in overcrowded conditions that “undermine human dignity”.\n\n\n

You may be interested in:<\/strong> Carlos Bonilla supervises progress at Las Parras Correctional Center<\/a><\/p>\n\n\nSantana described November 19, 2025 as a date that should be recorded “as the day the transformation of the Dominican penitentiary system began,” and thanked the support of the Executive Branch, the prosecutor Yeni Berenice Reynoso and the Commission for the Follow-up of the Penitentiary Reform Plan, headed by Jorge Subero Isa.\n\nThe Ministry of Housing and Buildings (MIVED) completed the first stage of the CCR-Las Parras, enabling two quadrants that will accommodate 2,400 inmates. The first group transferred consists of 300 prisoners selected by a multidisciplinary team that evaluated their legal status, behavior, skills, and training.\n\nSantana reported that the administrative and security staff has been operating on the premises for 10 days and that this process will serve as a pilot to complete, next year, the delivery of the remaining three quadrants.\n\n\n
