However, internal and external warnings would have been ignored by the structure that maintained control of the systems and financial reports.\n\nThe Public Ministry asserts that this practice was not an administrative error, but a coordinated operation to cover up the embezzlement of public funds and allow the surpluses generated by the manipulation to be redirected towards the criminal network. The adulteration would have directly affected the technical reserve, the financial core that guarantees payment to providers.\n\nAccording to the accusation, this mechanism allowed not only to hide the magnitude of the economic damage, but also to guarantee the continuity of the criminal network without raising immediate alarms.
