{"id":498620,"date":"2026-01-27T10:57:05","date_gmt":"2026-01-27T14:57:05","guid":{"rendered":"https:\/\/deultimominuto.net\/en\/uncategorized\/codia-warns-of-illegality-in-city-center-megaproject-demands-halt-due-to-lack-of-municipal-permits\/"},"modified":"2026-01-27T10:57:05","modified_gmt":"2026-01-27T14:57:05","slug":"codia-warns-of-illegality-in-city-center-megaproject-demands-halt-due-to-lack-of-municipal-permits","status":"publish","type":"post","link":"https:\/\/deultimominuto.com\/en\/uncategorized\/codia-warns-of-illegality-in-city-center-megaproject-demands-halt-due-to-lack-of-municipal-permits\/","title":{"rendered":"CODIA warns of illegality in City Center megaproject; demands halt due to lack of municipal permits"},"content":{"rendered":"<strong>Santo Domingo.<\/strong> &#8211; The president of the Dominican College of Engineers, Architects and Surveyors (<a href=\"https:\/\/www.codia.org.do\/\" target=\"_blank\" rel=\"noopener\">CODIA)<\/a> Santo Domingo Province Delegation requested the authorities to halt the construction of the City Center by LadyLee mall, because it does not have the land permit from the city council of that municipality, violating the laws and technical regulations of the Dominican Republic.\n\nJeudi Rubio, president of the Codia Delegation, revealed that the owners of this megaproject &#8211;whose investment is estimated at 700 million dollars&#8211; started their work without the construction license endorsed by the Ministry of Housing, Habitat and Buildings (MIVED).\n\nHe emphasized that it is alarming that a work of this economic and multifunctional magnitude was inaugurated with a presidential &#8220;first pickaxe,&#8221; when technically it still lacks the land use permit that must be issued by the Capitular Hall of the local city council.\n\n\n<p class=\"wp-block-paragraph\"><strong>You can also read:<\/strong> <a href=\"https:\/\/ab.deultimominuto.net\/nacionales\/exrector-itla-publica-carta\/\" target=\"_blank\" rel=\"noopener\">Former ITLA rector publishes open letter rejecting irregularities, calling for investigation and defending the origin of his assets<\/a><\/p>\n\n\n&#8220;The owners of the City Center By LadyLee project do not have the land use permit from the city council, therefore the Ministry of Housing, the MIVED, which grants the construction license for the execution of any project in the country, and especially that megaproject, does not have the initial permits, therefore, they do not issue the license and the start of the work is not authorized, if the city council does not issue the authorization for land use,&#8221; stated civil engineer Rubio.\n\nThe president of Codia in Santo Domingo Province stated that Law 6160 empowers them as guardians of the public interest and as advisors to the State on matters within their competence, therefore requesting the authorities, both the Santo Domingo Este City Council and MIVED, to intervene in this construction and halt its execution until they have the corresponding authorizations.\n\nHe affirmed that the request for land use permits by the builders of this project is stalled in the Capitular Hall of the Santo Domingo Este City Council because there is no agreement between the mayor and the Council of Councilors.\n\nHe explained that within the existing legal and regulatory framework in the country regarding construction, it is clear and over time the rigors are more robust, and the process is sequential and one should not move to step B without obtaining step A, enumerating the stages of the required permitting.\n\n\u201cOur legal system under construction, today, is more centralized and focused on legal, seismic, and climate resilience, and if we establish a critical path for the permits required, this being a sequential process, which cannot advance to step B without having obtained A, we can say, grosso modo, that first you need to have the title certificate, then land use certification, environmental license or permit, Non-Objection of access and right of way, and the construction license, which is where the plans are reviewed in the MIVED, and the first thing is the land use permit, this megaproject does not have it.\u201d\n\nJeudi Rubio said that Codia has always been and will be an ally of development and private investment, as long as it is carried out under strict compliance with the regulations that guarantee the safety of citizens and the organization of the city.\n\nThe unionist called on the investors of City Center By LadiLee and the municipal authorities of Santo Domingo Este to set aside any political or administrative differences that keep the permit stalled in the Capitular Hall.
