is responsible.\n\nOn March 27, 2023, the gang released the victim after receiving a ransom, their vehicle, and the firearms belonging to their father.\n\nAlias &#8216;Izo&#8217; is wanted by the Haitian National Police (PNH) for murder, kidnapping for ransom, illegal possession of firearms, hijacking of cargo trucks, and illicit association.\n\nAndr\u00e9 and his band are identified as directly responsible for 1,035 documented cases of sexual violence in 2022 alone.\n\nAccording to the statement, the gang member is still at large and, apparently, resides in Village de Dieu, in the center of Port-au-Prince, the capital of Haiti.\n\nOn December 8, 2023, Andr\u00e9 was sanctioned by the United States Department of the Treasury for his role in human rights violations as the leader of a criminal gang in Haiti, in accordance with Executive Order 13818.\n\nIn December 2024, U.S. authorities filed a criminal complaint against Andr\u00e9 for kidnapping and conspiracy to commit kidnapping.\n\nThus, &#8216;Izo&#8217;
