It is a declaration of principles&#8221;, while emphasizing the Government&#8217;s commitment to a more open and reliable administration.\n\nThe president stated that in such a sensitive area as payments to state suppliers, this transformation was essential, noting that for years thousands of entrepreneurs, especially small and medium-sized businesses, faced the uncertainty of not knowing when they would be paid for their work and had to resort to procedures, calls, visits and unnecessary waiting to follow up on their payments; &#8220;that ends today,&#8221; he assured, highlighting that with Infopago, we move from opacity to total traceability, from uncertainty to real-time information and from dispersed bureaucracy to an integrated, clear and accessible system.\n\nHe also highlighted the results achieved in reducing payment times, which have gone from more than 45 days to 26 business days, with projections close to 18 days at present, and more than 95% of payments within the established deadlines.\n\n&#8220;And the results speak for themselves. We have managed to steadily reduce the State&#8217;s payment times, going from more than 45 days to just 26 business days, and today moving towards averages close to 18 days. In addition, more than 95% of payments are being made within the established deadlines,&#8221; he expressed.\n\nThe president indicated that these improvements directly impact the economy by injecting liquidity, strengthening companies, and protecting employment, especially in micro, small, and medium-sized enterprises.\n\nThe ruler also framed Infopago within the digital transformation of the Dominican State, ensuring that it is a key step towards institutional modernization aligned with a vision of the country projected towards 2036. In that sense, he reiterated that the Government is working to consolidate an agile, transparent State and an ally of the productive sector, capable of responding to the demands of a modern and growing economy.\n\n\n<p class=\"wp-block-paragraph\">Upon concluding, President Abinader called for continued promotion of the country&#8217;s transformations, stating that it is necessary to maintain the pace of changes so that they directly impact the population. &#8220;Because that&#8217;s what governing is about: turning reforms into results and results into well-being&#8221;,<\/p>\n\n\nGreater transparency and efficiency in public management\n\nOn his part, the general director of the DGCP, Carlos Pimentel, announced the formalization of the Infopago platform through resolution 02-26, highlighting that it is a key technological tool to transform the relationships between the State, suppliers and citizens in the field of public procurement.\n\nPimentel highlighted that this initiative represents the birth of an innovative system aimed at ensuring greater transparency and efficiency in the management of public payments, marking a before and after in the administration of these processes in the State.\n\nThe official explained that Infopago will allow suppliers and citizens to view in real time the destination and management of payments derived from public contracts, ensuring complete traceability from the registration of the invoice to the final deposit in the supplier&#8217;s account. He indicated that this functionality responds to a historical demand for clarity in the payment cycle, strengthening trust in public administration.\n\nLikewise, it was pointed out that the platform integrates the electronic systems of public procurement and the financial administration of the State, which will allow each stage of the payment process to be recorded immediately. In that sense, it was affirmed that the tool not only empowers suppliers by giving them access to information on the status of their vouchers and estimated payment times, but also promotes social control by making it easier for any citizen to supervise the use of public funds.\n\nAlso, he detailed that Infopago is structured in three fundamental modules: traceability of the payment cycle, consultation of receipts and invoicing, and statistics of the payment cycle. These components will allow a comprehensive supervision of the process, generating performance indicators that will contribute to continuous improvement in public institutions.\n\nPimentel also highlighted the progress in reducing payment times, indicating that the average went from 45 to 26 days in 2025, and to 18 days so far this year. He added that 95.7% of payments were executed within the established timeframe in 2025, which demonstrates a significant improvement in the efficiency of the State.\n\nFinally, he affirmed that Infopago constitutes an act of justice for small and medium-sized enterprises, which represent 97% of the country&#8217;s business fabric. He highlighted that the platform eliminates the need to travel to public offices and democratizes access to information, consolidating a more open, fair, and competitive management model.\n\nAbout INFOPAGO\n\nInfopago emerges in response to the historical scattering of information in the contractual phase of public procurement. Previously, data on adjudication, invoicing, and payments were found in multiple systems, hindering their tracking and generating uncertainty among suppliers.\n\nThis tool is part of the implementation of Law 47-25, which empowers the DGCP to guarantee transparency, efficiency, and continuous monitoring of regulatory compliance in public procurement. Likewise, Article 148 of this regulation regulates payment terms and establishes consequences in case of default by contracting entities.\n\nThe platform integrates information from the Electronic Public Procurement System (SECP) and the Integrated Financial Administration System of the State (SIAFE), allowing a complete view of the payment cycle in each procurement process.\n\nThrough Infopago, suppliers will be able to view in real time each stage of the process: contract certification, invoice registration, payment authorization by the corresponding bodies and the final deposit in the financial institution.\n\nSimilarly, institutions will be able to monitor their average payment time, both in general and by type of process, as well as the use of electronic tax receipts, in coordination with the General Directorate of Internal Taxes (DGII), thus promoting the modernization and transparency of public spending.","protected":false},"excerpt":{"rendered":"<p>President Luis Abinader led this Wednesday the launch of Infopago, an innovative technological tool designed by the General Directorate of Public Procurement (DGCP) to unify and make transparent the complete cycle of payments and tax receipts of the Dominican State&#8217;s suppliers.
