Source: Presidential House\n\n\n<h2 class=\"wp-block-heading\" id=\"el-gobierno-retiro-el-proyecto-para-abrir-una-negociacion-antes-del-segundo-debate\"><strong>The Government withdrew the bill to open negotiations before the second debate<\/strong><\/h2>\n\n\nFern\u00e1ndez said that he is temporarily withdrawing the project to &#8220;take a break in view of the second debate.&#8221; He proposed opening conversations with the opposing deputies to review adjustments and asked them to study the content of the file and the international context in energy matters.\n\n\n<p class=\"wp-block-paragraph\"><strong>\u201cDon&#8217;t fail the people of Costa Rica,\u201d<\/strong>&nbsp;he affirmed at the closing of the conference. He also indicated that the deadline for the cancellation will be defined by the Government, with the expectation that the PLN and the Frente Amplio reconsider their vote.<\/p>\n\n\nThe president linked the approval of the reform to the country&#8217;s ability to meet the increase in electricity demand, attract investment, and sustain employment. <strong>\u201cIf there is one particular issue in which they are selling smoke to the people of Costa Rica, it is with this one,\u201d<\/strong> she said.\n\nFern\u00e1ndez assured that there are companies interested in installing industries, but that they give up due to lack of energy availability. He mentioned <strong>Lim\u00f3n, the South Zone, Puntarenas and the North Zone<\/strong> as territories where, he affirmed, the population conveys concern about access to better jobs.\n\nHe also accused deputies opposed to the plan of&nbsp;<strong>scaremongering<\/strong>&nbsp;with the idea of the disappearance of ICE and with eventual tariff increases for families.\n\nTo support the initiative, the Government gave space in the conference to representatives from industrial and business sectors. Source: UCR\n\n\n<h2 class=\"wp-block-heading\" id=\"que-propone-la-reforma-de-armonizacion-electrica-y-el-nuevo-operador-del-sistema\"><strong>What does the electricity harmonization reform and the new system operator propose?<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The project proposes to move from a scheme concentrated in the ICE to a more open market, with the participation of public and private actors to generate, sell and buy electricity under new rules.<\/strong>&nbsp;It proposes an independent operator, a national wholesale market, auctions to contract energy and changes in the functions of the State, the ICE, the Regulatory Authority of Public Services and the Ministry of Environment and Energy.<\/p>\n\n\nThe text foresees the creation of the National Electric Market, a scheme where state entities, cooperatives, municipalities, and private companies would participate in transactions through contracts, auctions, and daily markets. <strong>The design aims for regulated competition, with state supervision and priority for internal supply.<\/strong>\n\n\n<p class=\"wp-block-paragraph\"><strong>One of the central changes is the creation of Ecosen<\/strong>, an autonomous institution that would assume functions currently handled by ICE.
