{"id":511113,"date":"2026-06-13T15:43:34","date_gmt":"2026-06-13T19:43:34","guid":{"rendered":"https:\/\/deultimominuto.net\/en\/uncategorized\/hector-loras-defense-questions-pepcas-investigation\/"},"modified":"2026-06-13T15:43:34","modified_gmt":"2026-06-13T19:43:34","slug":"hector-loras-defense-questions-pepcas-investigation","status":"publish","type":"post","link":"https:\/\/deultimominuto.com\/en\/uncategorized\/hector-loras-defense-questions-pepcas-investigation\/","title":{"rendered":"H\u00e9ctor Lora&#8217;s defense questions PEPCA&#8217;s investigation"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong>Santiago.-<\/strong> The investigation into an alleged embezzlement at the Cibao Regional Oncology Institute took a turn this Saturday with the arrest of several former executives of the institution during a series of raids carried out by the Specialized Prosecutor&#8217;s Office for the Prosecution of Administrative Corruption (PEPCA), while the defense for the accused denounced that it is an alleged persecution and judicial retaliation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Among those detained are engineer H\u00e9ctor Bienvenido Lora, former president of the Board of Directors of the Cibao Regional Oncology Institute; his wife, Luisa Guzm\u00e1n; Dilcia Isabel Vargas, former vice president and auditor of the entity; as well as other members linked to the Board for the Fight Against Cancer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The operation took place from the early hours of this Saturday and is part of an investigation into the alleged embezzlement of resources in one of the most important health institutions in the Northern region. However, so far the authorities have not revealed the amount of the alleged economic damage nor the criminal charges that will be filed against those arrested.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The defense&#8217;s reaction was immediate. Lawyer Juan Francisco Consoro described the arrests as a surprise and maintained that the board does not receive or manage public funds, thus questioning the intervention of the administrative corruption prosecution agencies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We recommend reading:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Consoro stated that there is an ongoing judicial dispute related to the assembly through which the entity&#8217;s former directors were removed, and asserted that the arrests are taking place amidst judicial proceedings and lawsuits involving justice system officials in Santiago.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe believe this action is a reprisal.
