The Association of Industries of the Dominican Republic (AIRD) considered today that the Bill for Pro-Economic Growth Measures, Fiscal Simplification and Mitigation of the International Crisis<\/em> submitted to the Senate of the Republic by the Executive Branch last Friday, June 12, is an opportunity to ensure balance and avoid discrimination between productive sectors in the national economy.<\/p>\n\n\n\n

The industrial guild said it understands that the international situation has made it necessary to adopt the measures that are part of the project, called the Anti-Crisis Plan, but pointed out that there is room to continue reviewing public spending and adjusting a series of measures that could have been the subject of prior discussion with the impacted sectors.<\/p>\n\n\n\n

\u201cWe first carefully reviewed the details of the project before publicly sharing our opinion regarding it. Therefore, we have identified a series of measures that should be adjusted to ensure the achievement of the results expected by the authorities,\u201d<\/em> indicated Mario Pujols, executive vice president of the AIRD.<\/p>\n\n\n\n

In that context, he highlighted that the elimination of the ITBIS (VAT) on asphalt and AC-30 has not been duly justified by the authorities. \u201cWe view this measure with some concern, as it creates a regulatory asymmetry between the concrete production sector and imports of asphalt and AC-30. It is our duty as an association to highlight this discrimination that favors imports over national production in the face of public road infrastructure tenders in the country,\u201d<\/em> Pujols stated.<\/p>\n\n\n\n

Similarly, Pujols emphasized that the amount proposed for the Selective Consumption Tax applied to electronic cigarettes could prove counterproductive to the Government’s revenue objectives. In this regard, Pujols indicated that \u201cafter analyzing the proposed 55% ad-valorem rate, the corresponding sub-sector understands that this rate, one of the highest in the world, would promote illegal trade in the market and would not contribute to the Ministry of Finance’s revenue estimates\u201d.<\/p>\n\n\n\n

<\/a>Taking into account the current context, the executive vice president of the AIRD additionally highlighted the industrial sector’s concern regarding the diversity of initiatives that have the industrial sector in their sights, with various proposals that would result in a greater burden for the sector on several fronts. “We must view this proposal in a context that intends to impose a greater tax burden on several fronts, from social security to solid waste, not to mention the proposal to amend the Labor Code, which does not address excessive costs nor combat informality,”<\/em> explained Pujols.<\/p>\n\n\n\n

<\/a>Given this scenario, the AIRD called on the National Congress to open deeper spaces for consultation with the country’s industrial sector, without ignoring the urgency or wasting time, with the purpose of considering additional measures currently in our legislation that promote imports to the detriment of national production.<\/p>\n\n\n\n

“It is essential that we take the opportunity to ensure that there is no discrimination whatsoever between imports and domestic production of goods in the contracts of the Public Trusts Mi Vivienda, Fitram, and Pro-Pedernales, which currently exempt imports from ITBIS and tariffs, pushing local manufacturing of products required for the execution of infrastructure works to be developed by said trusts out of competition. We believe there is a good opportunity to correct this discrimination at this time, which we will be explaining in due course before Congress”<\/em> concluded Pujols.<\/p>\n","protected":false},"excerpt":{"rendered":"
