Santo Domingo<\/strong>.- Richard Medina, an economist and member of the Political Committee of the Dominican Liberation Party (PLD), described as alarming the speed with which the new amendment to the General Law on Comprehensive Management and Coprocessing of Solid Waste (Law 225-20) was approved, without a broad process of technical and sectoral consultation.<\/p>n”\n\n“n

“It has barely been a year since the previous reform was carried out through a law; the current modification acknowledges that the 2025 law needed corrections, and now the same pattern is being repeated: a lack of dialogue with the productive sectors,” declared Medina.<\/p>n<\/blockquote>n”\n\n“n

The economist recalled that various unions have questioned that the project moved forward without the technical participation of the institutions linked to the issue of solid waste management, and without a regulatory impact study that justifies the amount of the proposed special contribution.<\/p>n”\n\n“n

The also Secretary General of the PLD in Constituency 1 of the National District states that the size of the contribution is an additional burden on micro, small, and medium-sized enterprises (MSMEs), which complicates doing business and entrepreneurship.<\/p>n”\n\n“n

\u201cAn entrepreneur, owner of an MSME in the service or commercial sector, is paying a contribution without necessarily generating solid waste that justifies such payment, and they do so while already paying for the garbage collection service to the City Council on a monthly basis,\u201d he pointed out.<\/p>n<\/blockquote>n”\n\n“n

Although he acknowledged the need for resources that city councils have and that the Dominican Republic must manage waste better, Richard expressed that the companies that generate the most solid waste are the ones that should pay the most; that is, whoever pollutes the most must contribute the most.<\/p>n”\n\n“n

Richard Medina, who is the youngest member of the PLD Political Committee, urged the National Congress to listen to the impacted sectors and the government’s technical institutions linked to solid waste management when new opportunities arise to review the solid waste law.<\/p>n”\n\n“n
