Santo Domingo.<\/strong>\u2013 The Dominican Republic<\/a> took a historic step toward strengthening its resilience and disaster response capacity by initiating the construction process of its first National Recovery Framework (NRF), a strategic tool that will allow the country to plan in advance how to recover from adverse events without compromising the progress achieved in terms of human development, economic growth, and social inclusion.<\/p>\n\n\n\n

The process began with the holding of the national workshop \u201cRecover to Transform,\u201d conceived as the first political-technical milestone for the formulation of this State instrument, led by the Ministry of the Presidency, with the accompaniment of the United Nations Development Programme (UNDP), the support of the European Union, and the participation of public institutions, international organizations, the private sector, local governments, and civil society organizations.<\/p>\n\n\n\n

During the high-level opening, the Minister of the Presidency, Jos\u00e9 Ignacio Paliza, highlighted the experience accumulated by the Dominican Republic in emergency and crisis management, and reaffirmed the Government’s commitment to strengthening national capacities through the construction of a National Post-Disaster Recovery Framework. He noted that this tool will allow for the advance organization of institutional responsibilities, procedures, resources, and decision-making, with the goal of protecting the population and accelerating recovery in the face of future events.<\/p>\n\n\n\n

For her part, the UNDP Resident Representative in the Dominican Republic, Ana Mar\u00eda D\u00edaz, recognized the leadership of the Dominican Government in moving towards a National Recovery Framework and stressed that recovery must serve to transform conditions of vulnerability, protect development achievements, and place people at the center.<\/p>\n\n\n\n

The Head of Cooperation of the European Union, Melvin Asin, indicated that this initiative reflects the country’s commitment to building a more sustainable and resilient future for all people. \u201cRecovery cannot be improvised after a disaster; it must be built with clear leadership, planned financing, coordinated institutions, and a shared country vision,\u201d he explained.<\/p>\n\n\n\n

The event included a lecture by the regional advisor and team leader of Disaster Risk Reduction and Recovery at the UNDP Regional Center for Latin America, Luis Gamarra Tong, who highlighted the strategic value of post-disaster recovery: \u201cRecovery must be transformative, addressing the root causes of risk and inequity, not just rebuilding.\u201d<\/p>\n\n\n\n

According to estimates cited during the workshop, the Dominican Republic could face annual losses of nearly US$676 million due to tropical cyclones, equivalent to 2.3% of its Gross Domestic Product.<\/p>\n\n\n\n

Two days of work to design the recovery of the future<\/strong><\/p>\n\n\n\n

Following the formal opening of the event, nearly 80 participants began an intense technical agenda aimed at drafting the first version of the National Recovery Framework. The process brought together representatives from governing institutions, sectoral bodies, response agencies, financial entities, local governments, the private sector, academia, civil society, and international cooperation.<\/p>\n\n\n\n

During the first day of work, participants analyzed the risk profile of the Dominican Republic and the lessons learned from recent events, including the floods of November 2023. Discussions focused on building a shared vision for recovery, defining guiding principles, strengthening the transition between emergency response and recovery, as well as incorporating tools to assess damages, losses, needs, and human impacts. Likewise, the importance of integrating approaches of inclusion, gender equality, attention to vulnerable groups, a territorial perspective, and climate change adaptation as cross-cutting elements of any recovery process was addressed.<\/p>\n\n\n\n

The second day focused on the mechanisms necessary to make recovery viable in practice. Participants worked on proposals regarding institutional arrangements, governance models, intersectoral coordination, and financing mechanisms that allow the State to have pre-established resources to respond more quickly and efficiently after a disaster. The sessions included collaborative work exercises to design coordination structures, identify funding sources, and establish monitoring and accountability mechanisms to track recovery progress and ensure the efficient use of public resources.<\/p>\n\n\n\n

The workshop is part of a broader process that will culminate in the development of the National Recovery Framework, the establishment of an inter-institutional technical mechanism, and the definition of a roadmap for its validation and formal adoption. With this initiative, the Dominican Republic is on its way to becoming one of the countries in the region that has a specific tool to plan post-disaster recovery as a State policy, strengthening its capacity to protect people, preserve development gains, and transform crises into opportunities to build a more resilient future.<\/p>\n\n\n\n
