MEXICO CITY.<\/strong> The Mexican Football Federation (FMF) was sanctioned with a fine of 42.8 million Mexican pesos<\/strong> (approximately 2.3 million US dollars<\/strong>) for failing to comply with personal data protection legislation during the operation of the FAN ID<\/strong> fan identification system, used to control access to stadiums during the 2026 World Cup.<\/p>\n\n\n\n

The sanction was imposed by the Anti-Corruption and Good Governance Secretariat<\/strong>, which concluded that the FMF did not adequately inform fans about the processing of their biometric data and also failed to obtain the express consent required by Mexican legislation.<\/p>\n\n\n\n

The irregularities detected<\/h2>\n\n\n\n

According to the resolution, the Federation committed two main offenses. The first consisted of failing to warn that the photographs collected to generate the FAN ID constitute sensitive personal data<\/strong>, information that requires a special level of protection.<\/p>\n\n\n\n

The second infringement was obtaining user authorization through an opt-in checkbox on a website, a mechanism that the authority considered insufficient for the processing of biometric data, as the law requires express, written, and unequivocal consent.<\/p>\n\n\n\n

The authorities pointed out that this omission prevented fans from fully knowing the extent of the use of their personal information and from making an informed decision regarding the processing of their data.<\/p>\n\n\n\n

Sanction based on the severity of the case<\/h2>\n\n\n\n

The Secretariat explained that the amount of the fine was determined by considering the sensitive nature of the information collected, the severity of the violations, and the economic capacity of the FMF, taking as a reference its tax return corresponding to 2024.<\/p>\n\n\n\n

Likewise, he recalled that the Federation has the established legal resources to challenge the resolution if it deems it appropriate.<\/p>\n\n\n\n

The origin of the FAN ID<\/h2>\n\n\n\n

The FMF implemented the FAN ID<\/strong> system following various episodes of violence recorded in Mexican soccer stadiums, with the goal of strengthening access controls and identifying attendees during matches.<\/p>\n\n\n\n

However, the resolution opens a new debate regarding the balance between security measures at sporting events and the protection of fans’ privacy and personal data.<\/p>\n\n\n\n
