The Panama Ministry of Health<\/strong> canceled the sanitary registrations<\/strong> and ordered the immediate withdrawal of all available batches of two perfumes from the Britney Spears<\/strong> line, after detecting that they contain a substance prohibited<\/strong> in cosmetic products due to its potential effects on reproductive health<\/strong>.<\/a><\/p>\n\n\n\n

The measures apply to Britney Spears Sunset Fantasy Eau de Toilette Spray and Britney Spears Fantasy Eau de Parfum Spray<\/strong>, both manufactured by<\/strong> Elizabeth Arden, Inc.<\/strong> The resolutions were issued<\/strong> on June 24 and published in the Official Gazette<\/strong>.<\/p>\n\n\n\n

The National Directorate of Pharmacy and Drugs canceled health registrations 103152 and 106953<\/strong> and ordered all distributors to immediately withdraw<\/strong> the products from the market. The provision is not limited to a specific batch: it covers all available stock<\/strong> of both fragrances in Panama.<\/p>\n\n\n\n

<\/a>Those responsible for its commercialization must<\/strong>, in addition, communicate the measure to their distributors and comply with the return procedure<\/strong> established by the health authority.<\/p>\n\n\n\n

The recall is due to the presence of 2-(4-tert-butylbenzyl) propionaldehyde, also known as butylphenyl methylpropional, BMHCA, or lilial.<\/strong> It is a synthetic aromatic aldehyde<\/strong> used for years in perfumes, creams, soaps, and other cosmetics to provide a floral scent<\/strong> resembling lily of the valley.<\/strong><\/p>\n\n\n\n

<\/a>The resolutions also cancel the sanitary registrations of both fragrances, manufactured by the company Elizabeth Arden Inc.<\/p>\n\n\n\n

The problem is not that it causes an immediate poisoning after a single application<\/strong>, but the risk associated with its exposure in products<\/strong> of frequent use.<\/p>\n\n\n\n

European authorities classified it as a toxic substance<\/strong> for reproduction, because it can affect the reproductive system and cause harm<\/strong> to the fetus. It can also cause skin sensitization, with reactions such as redness,<\/strong> irritation, itching, or dermatitis after skin contact.<\/p>\n\n\n\n

The Panamanian Gazette notes that the decision is based on an alert published<\/strong> in November 2025 by Safety Gate, the European Union’s rapid alert system for dangerous non-food products<\/strong>. That report included Sunset Fantasy and Fantasy among the cosmetics that<\/strong> contained BMHCA, an ingredient added to the European list of prohibited substances<\/strong>.<\/p>\n\n\n\n

The European Union banned its use in cosmetics as of March 2022<\/strong>, after it was included among substances classified as carcinogenic, mutagenic, or toxic to<\/strong> reproduction. In the case of BMHCA, the main reason for the restriction is its reproductive toxicity and<\/strong> its ability to cause skin sensitization.<\/p>\n\n\n\n

The cancellation of the registration does not necessarily mean that specific cases of adverse effects<\/strong> among Panamanian consumers have been documented. The measure is preventive<\/strong> and is based on the fact that the product contains an ingredient that is no longer permitted by the international standards<\/strong> adopted as a reference by the health authority.<\/p>\n\n\n\n

Similar orders have been issued in other markets. In May 2026, the UK Office for Product Safety and Standards ordered the recall of 15<\/strong> fragrances from different<\/strong> brands for containing BMHCA or similarly prohibited aromatic substances. Among them were perfumes by Beyonc\u00e9<\/strong>, Calvin Klein, Rihanna, Jean Paul Gaultier, Kenzo, and Davidoff.<\/p>\n\n\n\n

In European Union<\/strong> countries, perfumes and personal care products containing lilial have also been withdrawn.<\/strong> Hungary, for example, notified the withdrawal from the market<\/strong> of Private Show, another fragrance from the Britney Spears line, due to the presence of the same<\/strong> compound.<\/p>\n\n\n\n

The problem is not limited to Europe either. In the Philippines, product surveillance organizations found during 2025 dozens of perfumes that declared BMHCA<\/strong> among their ingredients, including items<\/strong> linked to the Fantasy line. That country had incorporated the ban into the cosmetic regulation<\/strong> of the Association of Southeast Asian Nations since November 2024.<\/p>\n\n\n\n

The recall applies to all lots available on the market, without being limited to a specific manufacturing batch.<\/p>\n\n\n\n

Panamanian resolutions do not detail what consumers who already own the perfumes should do. However, in the event of a health recall, the prudent recommendation<\/strong> is to stop using them, keep the container to identify the product, and consult the establishment<\/strong> where it was purchased or the National Directorate of Pharmacy and Drugs regarding the return mechanism.<\/strong><\/p>\n\n\n\n

The decision places Panama within an international trend of reviewing<\/strong> old cosmetics or formulations that still circulate despite containing ingredients removed from modern standards.
