Santo Domingo.<\/strong>\u2013 The Chamber of Accounts of the Dominican Republic (CCRD) carried out a national training and socialization workshop on the External Control Information System for Public Entities (SICEEP), with the participation of more than 390 local governments, as part of a strategy to strengthen transparency, accountability, and digital transformation in municipal administration.<\/p>\n\n\n\n

The initiative was aimed at mayors, municipal district board directors, treasurers, financial managers, and technical teams from the North, South, and East regions of the country.<\/p>\n\n\n\n

The sessions were held in Santiago de los Caballeros, Hig\u00fcey, Barahona, and San Juan de la Maguana<\/strong>, with the support of the Dominican Municipal League (LMD), the Dominican Federation of Municipalities (FEDOMU), and the Dominican Federation of Municipal Districts (FEDODIM), entities that promoted the participation of local governments and reaffirmed their commitment to transparency and good governance.<\/p>\n\n\n\n

The president of the Chamber of Accounts, Emma Polanco Melo<\/strong>, explained that this initiative is part of the institutional transformation process promoted by the Plenary of the oversight body, which also includes Vice President Francisco Tam\u00e1rez Florentino and members Francisco Franco, Ram\u00f3n M\u00e9ndez Acosta, and Griselda G\u00f3mez Santana.<\/p>\n\n\n\n

Polanco Melo highlighted that digital transformation constitutes one of the pillars to strengthen external control and guarantee a more efficient public administration.<\/p>\n\n\n\n

“The digital transformation of accountability represents a decisive step toward ensuring a more efficient, transparent, and results-oriented public administration. This effort is only possible through the joint work between the Chamber of Accounts and local governments,” he\/she stated.<\/p>\n<\/blockquote>\n\n\n\n

Likewise, he pointed out that the sessions serve as a space for technical support to strengthen compliance with the legal obligations of municipal authorities, including the timely submission of the Sworn Declaration of Assets<\/strong>, considered an essential mechanism to promote transparency, prevent conflicts of interest, and strengthen citizen trust.<\/p>\n\n\n\n

SICEEP, official platform for accountability<\/h3>\n\n\n\n

During the training sessions, it was explained that the External Control Information System for Public Entities (SICEEP)<\/strong> is the only official means authorized for the digital submission of accountability reports, in accordance with Article 134 of the Application Regulations of Law 18-24.<\/p>\n\n\n\n

The platform allows for strengthening information traceability, improving the quality of financial data, streamlining oversight processes, and facilitating the generation of reliable statistics for monitoring the budget execution of local governments.<\/p>\n\n\n\n

    The sessions included lectures and workshops given by specialists from the General Directorate of Audit and the Directorate of Fiscal and Budgetary Analysis on the constitutional functions of the Chamber of Accounts, the procedure for submitting the Sworn Statement of Assets, and the practical use of the SICEEP for the registration and submission of municipal accountability reports.<\/p>\n\n\n\n

    The institution reiterated the importance of mayors, municipal district board directors, and other obligated officials submitting their Sworn Statement of Assets in a timely manner as a tool to strengthen integrity, transparency, and accountability in public management.<\/p>\n\n\n\n
