This model responds to the recommendations of international organizations such as the OECD, ECLAC, UN-Habitat, and CIDEU, which promote participatory strategic planning, consensus building, and evidence-based decision-making to strengthen competitiveness and social cohesion.

Ramírez Cabral stated that San Juan meets the conditions to become one of the country’s main development hubs. He highlighted that, in addition to its traditional agricultural strength, the province has diversified its production through high-value-added crops, such as grapes and tobacco, while strengthening agribusiness, higher education, technological innovation, and national food security.

Likewise, he pointed out that the province has one of the most important water heritages in the Dominican Republic, supported by eight dams and four hydroelectric plants that guarantee water for agricultural production and provide clean energy. However, he indicated that this potential must be complemented by modern road infrastructure, greater logistical connectivity, digital transformation, and better capabilities to integrate into national and international markets, with the purpose of consolidating San Juan as a logistical and productive hub of the South.

Representatives from the central government, municipal authorities, legislators, business leaders, religious leaders, academics, and social organizations participated in the activity, where they learned about the methodological and organizational progress of the project.

We recommend reading: UFHEC graduates 2,185 professionals in its 48th commencement; Raquel Peña highlights their educational contribution

The national rector of UFHEC reported that on the upcoming July 25th, more than 250 institutions will be sworn in at the UASD San Juan Campus auditorium, which will formally integrate into the plan’s four strategic axes: economic development and construction of the San Juan Brand; territorial planning and sustainable land management; strengthening of democratic and institutional governance; and social inclusion with quality public and private services.

The Management Committee is chaired by Alberto Ramírez Cabral and is composed of the provincial governor, Ana María Castillo; the president of the Central Cooperative, Víctor Paniagua; the bishop of the diocese of San Juan, Monsignor Tomás Alejo Concepción; the mayors Lenin de la Rosa and Gustavo Suero; Eladio Arnaud, representing the IDIAF and the Association for Development; and Manuel Sena, from ISA University in Bohechío.

Also part of the committee are Carlos Roa and Jossie Valenzuela, from the San Juan Plan; the president of the Chamber of Commerce, Alejandro Ramírez; engineers Yamil Masif and Manuel Matos, the latter being president of the Agricultural Committee; as well as Wilma Duval, executive director of FUNDESUR, among other representatives from various sectors.

The technical formulation of the Strategic Plan is supported by a team specialized in territorial strategic planning, coordinated by Dr. Reynaldo Peguero, from the consulting firm Strategius.

The process incorporates territorial intelligence methodologies, automated tracking systems using the Scrivano platform, governance barometers, participatory scenario building, prioritization of strategic projects, and immediate impact actions, taking as a reference experiences developed in more than 140 Ibero-American cities, provinces, and regions, in line with the methodologies promoted by CIDEU and other international organizations specialized in territorial development.

The participants agreed that the San Juan 2050 Strategic Plan constitutes a tool to anticipate the economic, technological, environmental, and social changes that will transform the territories in the coming decades.

More than a document, they pointed out, it represents a permanent process of consensus-building aimed at generating results from the present, strengthening territorial resilience, increasing competitiveness, promoting sustainable investments, and building a shared vision of development.

Finally, it was highlighted that international experiences demonstrate that regions that plan with a long-term vision, strengthen their institutions, and promote alliances between the State, the private sector, academia, and the citizenry achieve higher levels of economic development, innovation, environmental sustainability, and collective well-being. Under that premise, the San Juan 2050 Strategic Plan seeks to position the province as a national and international benchmark in sustainable territorial development and collaborative governance.

Santo Domingo.– The Dorothy Van Vleet auditorium at the Federico Henríquez y Carvajal University (UFHEC) was the setting for a meeting between analysts, professionals, academics, and prominent figures originally from the San Juan province, residing in Santo Domingo, to learn about the progress of the San Juan 2050 Strategic Development Plan.
