Santo Domingo-. <\/em><\/strong>Within the framework of the commemoration of World Day Against Trafficking in Persons, national and international specialists analyzed in the Dominican Republic the challenges posed by forced criminality as one of the emerging modalities of human trafficking, in the face of the growth of criminal networks that recruit people through false job offers to force them to participate in financial fraud, online scams, and other illicit activities.<\/p>\n\n\n\n

The analysis was developed during the III Seminar “Human Trafficking and Forced Criminality: Victims Trapped in Organized Crime,” organized by the Ministry of Foreign Affairs (MIREX), through the Inter-Institutional Commission against Trafficking in Persons and Illicit Smuggling of Migrants (CITIM), with the support of the International Organization for Migration (IOM), the United Nations Office on Drugs and Crime (UNODC), and funding from the Government of Canada.<\/p>\n\n\n\n

Representatives from public institutions, international organizations, law and international relations students, academics, and members of civil society participated in this learning and exchange space aimed at strengthening capacities to prevent, identify, and respond to new forms of human trafficking, particularly those linked to forced criminality and digital environments.<\/p>\n\n\n\n

During the seminar, IOM reaffirmed its commitment to strengthening national capacities to prevent human trafficking, protect victims, and promote institutional responses centered on survivors. As part of the program, Yurimer Molina, an IOM representative, presented the lecture \u201cHuman trafficking before the crime: understanding vulnerability to prevent human trafficking,\u201d in which she highlighted the importance of understanding the vulnerability factors that increase the risk of exploitation and of strengthening preventive actions before the crime occurs.<\/p>\n\n\n\n

In his speech, Molina highlighted the need to strengthen coordination between institutions to identify risk situations early, protect victims, and ensure comprehensive responses to a phenomenon that evolves alongside technologies and the dynamics of organized crime.<\/p>\n\n\n\n

Through keynote lectures and exchange spaces, participants delved into topics such as the recruitment of victims through false job offers, the use of digital platforms for exploitation, financial fraud, international cooperation, and the protection of survivors from a victim-centered approach based on the principle of non-criminalization.<\/p>\n\n\n\n

The activity is part of the joint efforts promoted by IOM together with the Government of the Dominican Republic to strengthen institutional capacities in the prevention, identification, and response to human trafficking. Thanks to the financial support of the Government of Canada, the Organization continues to promote training, technical cooperation, and institutional strengthening initiatives to address emerging forms of exploitation associated with organized crime.<\/p>\n\n\n\n
