Santo Domingo.\u2013<\/em> <\/strong>The trade union movement will request President Luis Abinader to withdraw the Labor Code reform bill from the National Congress<\/a> and maintain the current legislation, considering that there are no conditions to continue the dialogue, especially regarding the issue of severance pay.<\/p>\n\n\n\n

This was stated by the president of the Autonomous Classist Trade Union Confederation (CASC), Gabriel del R\u00edo Do\u00f1\u00e9, who maintained that the position of the trade union organizations is definitive and that they will not participate in further discussions on that point.<\/p>\n\n\n\n

\u201cWe have no interest in continuing to talk about the project, especially about the severance pay. We can talk about everything else you want, but not about the severance pay,\u201d he expressed.<\/p>\n\n\n\n

Del R\u00edo indicated that, even if President Abinader calls for a new dialogue process, the trade union movement believes that the issue of severance pay should remain outside of any negotiation.<\/p>\n\n\n\n

Likewise, he expressed his support for Congress not reintroducing the labor reform bill and for the current Labor Code to continue being applied.<\/p>\n\n\n\n

\u201cThere is no need to place the Code under discussion again. Everything that needs to be modified can be done on a case-by-case basis to improve specific aspects, such as those related to working women or the regulation of work on digital platforms, taking into account the conventions approved by the International Labour Organization (ILO),\u201d he stated.<\/p>\n\n\n\n

Severance pay will not be discussed in the Social Security reform either<\/p>\n\n\n\n

The union leader explained that some labor provisions could be addressed during the discussion of the Social Security Law reform, but reiterated that severance pay will not be part of that debate.<\/p>\n\n\n\n

\u201cWhen we enter into the Social Security discussion, severance pay has no place. It will not be discussed in the Labor Code nor in the Social Security reform,\u201d he emphasized.<\/p>\n\n\n\n

Jacobo Ramos blames the business sector for the failure<\/em><\/p>\n\n\n\n

For his part, deputy and union leader Jacobo Ramos attributed the failure of the labor reform bill in Congress to the pressures exerted by the business sector.<\/p>\n\n\n\n

As explained, the initiative was the result of a tripartite dialogue developed over 14 years and had already been approved in two readings by the Senate of the Republic.<\/p>\n\n\n\n

\u201cThose who boycotted the approval of the labor legislation were the business owners of the Dominican Republic. They opposed the consideration of the bill without addressing the issue of severance pay, which was never part of the dialogue,\u201d he asserted.<\/p>\n\n\n\n

Ramos maintained that the trade union movement did not yield in its positions and recalled that it was in the Chamber of Deputies where the bill ended up expiring after its consideration was postponed.<\/p>\n\n\n\n

In that sense, he reported that the trade union centers will formally request President Abinader to withdraw the initiative from Congress and keep the current Labor Code in force.<\/p>\n\n\n\n

\u201cThe trade union movement has decided to ask President Luis Abinader to withdraw the reform bill from Congress and for us to continue with the Labor Code we have, because it has guaranteed labor peace and economic development for the Dominican Republic,\u201d he concluded.<\/p>\n\n\n\n

The reform project for the Labor Code in the Dominican Republic was officially paused and left unapproved as the legislative session concluded in July 2026.
