New York.-<\/strong> The United States has intensified controls on foreign commercial vehicle drivers, a policy that has led to hundreds of truckers being taken off the road for failing to meet federal requirements related to their licenses and qualifications to operate on the country’s highways.<\/p>\n\n\n\n

The offensive is part of a broader strategy by the Federal Motor Carrier Safety Administration (FMCSA)<\/strong> to strengthen the requirements for those who drive commercial trucks and buses, especially those who hold non-domiciled commercial licenses, known as non-domiciled CDL<\/strong>.<\/p>\n\n\n\n

Among the actions recently reported is the removal from circulation of more than 800 foreign drivers<\/strong> who, after being subjected to verifications, did not meet the necessary conditions to continue legally operating commercial vehicles in U.S. territory.<\/p>\n\n\n\n

The tightening of controls also reaches English proficiency. Federal regulations establish that commercial drivers must have sufficient ability to communicate with authorities and understand signs and warnings installed on the roads. Those who do not pass the corresponding evaluation may be immediately placed out of service.<\/p>\n\n\n\n

The administration of President Donald Trump<\/strong> has made compliance with this requirement one of the main components of its commercial transportation security policy. The Department of Transportation maintains that understanding signs such as limits, entry prohibitions, dangerous slopes, or emergency ramps constitutes an indispensable condition for operating heavy vehicles.<\/p>\n\n\n\n

The policy represents a shift from the scheme applied for several years. Although federal requirements regarding English proficiency for commercial drivers have existed for decades, a guideline adopted in 2016 prevented inspectors from automatically taking a driver out of service solely for failing to meet that condition. That practice was reversed and, as of June 2025, violations related to language proficiency have once again become part of the criteria for placing drivers out of service.<\/p>\n\n\n\n

The controls have extended far beyond recent cases. Data released by the Department of Transportation indicates that more than 20,000 truckers had been removed from service since June 2025<\/strong> for failing to meet basic English proficiency requirements, while authorities also undertook audits on how states granted commercial licenses to individuals who did not have a permanent address in the United States.<\/p>\n\n\n\n

As a result of those reviews, the FMCSA identified irregularities in the issuance of non-domiciled commercial licenses in more than 30 states and took action against 26 jurisdictions. According to the federal government, more than 28,000 licenses granted irregularly had been revoked nationwide<\/strong>.<\/p>\n\n\n\n

The Department of Transportation has also exerted financial pressure on states it deems are not properly enforcing federal provisions. California began strengthening English assessments after Washington withheld federal funds, while other jurisdictions have also been subject to warnings or sanctions related to compliance with the rules.<\/p>\n\n\n\n

The regulations include some specific exceptions. Drivers who operate exclusively within certain commercial zones on the U.S.-Mexico border may receive a citation without necessarily being placed out of service, provided their route does not extend outside those areas.<\/p>\n\n\n\n

The measures are part of a broader debate regarding the presence of foreign workers in the U.S. transportation industry. While the government defends the controls as necessary to ensure that all operators meet uniform safety standards, their implementation implies greater requirements for those seeking to work as commercial drivers in the country.<\/p>\n\n\n\n

The scenario also points to even stricter controls. This week, the Department of Transportation announced a proposal to permanently incorporate into federal regulations the possibility of immediately removing from circulation commercial drivers who cannot adequately communicate in English or understand traffic signs.
