Santo Domingo.<\/strong> \u2013 Retired Vice Admiral Eur\u00edpides Uribe Peguero presented his book \u201cThe Colonels\u201d<\/strong>, a work that gathers episodes of Dominican history in which Armed Forces officers took positions in defense of democratic institutionalism and the Constitution of the Republic.<\/p>\n\n\n\n

During the presentation, Uribe Peguero explained that the work rescues the trajectory of different groups of colonels who, at decisive moments in national history, acted in the face of situations they considered contrary to the constitutional order.<\/p>\n\n\n\n

The author recalled the so-called \u201cpilot colonels,\u201d<\/strong> who participated in the so-called pilots’ rebellion of 1961, a movement that sought to contribute to the departure of the Trujillos from the country after the assassination of the dictator Rafael Le\u00f3nidas Trujillo.<\/p>\n\n\n\n

Likewise, he highlighted the role of another group of colonels who, in January 1962, organized to capture General Rodr\u00edguez Echavarr\u00eda and free the members of the Council of State, the government established after Trujillo’s death with the responsibility of leading the country toward the first democratic elections of the post-dictatorship period.<\/p>\n\n\n\n

Uribe Peguero also made reference to the officers who participated in the events of April 1965, among them Francisco Alberto Caama\u00f1o De\u00f1\u00f3, Fern\u00e1ndez Dom\u00ednguez, Hernando Ram\u00edrez and Mont\u00e1s Guerrero<\/strong>, who, as he explained, joined together to defend the Constitution of the Republic.<\/p>\n\n\n\n

The work also addresses a more recent episode, which occurred in 1990, when another group of officers organized, according to the author, in defense of democratic institutionality in the face of the allegations of electoral fraud that marked that period.<\/p>\n\n\n\n

A recognition of the patriotic role<\/h3>\n\n\n\n

When asked about the role played by high-ranking officers of the Armed Forces in preserving institutional order, Uribe Peguero described it as \u201cpatriotic,\u201d<\/strong> although he acknowledged that there have also been military personnel who played negative roles.<\/p>\n\n\n\n

He considered it necessary to rescue the memory of those officers who acted positively, understanding that their contributions have remained less present in the historical narrative, with the exception of the constitutionalist military of 1965, whose role is widely known<\/a>.<\/p>\n\n\n\n

\u201cIt is also necessary to highlight those who have done it well<\/strong>\u201d, maintained the retired vice admiral, while highlighting the importance of recognizing those who took positions in defense of the democratic order.<\/p>\n\n\n\n

Active-duty military and electoral participation<\/h3>\n\n\n\n

During the presentation, he was also asked about the proposal to allow military personnel and members of the National Police to vote and, eventually, participate in politics.<\/p>\n\n\n\n

Uribe Peguero stated that he agrees with active military personnel being able to exercise the right to vote<\/strong>, but rejected that this implies their partisan participation or that they can run for political office while they remain active.<\/p>\n\n\n\n

In his view, voting and proselytizing are different situations. He explained that suffrage constitutes a way of selecting rulers and recalled that in other countries, active members of the Armed Forces exercise that right without it implying bringing political activity into the barracks.<\/p>\n\n\n\n

Officer profile<\/h3>\n\n\n\n

Regarding the qualities that a member of the Armed Forces must possess, Uribe Peguero pointed out that, in addition to professional and intellectual preparation, they must have principles, morality, courage, and a deep patriotic sentiment<\/strong>.<\/p>\n\n\n\n

\u201cAn officer, above all, with principles, with morals, with courage and a sense of patriotism that is foolproof,\u201d he stated.<\/p>\n<\/blockquote>\n\n\n\n

The presentation of \u201cThe Colonels\u201d<\/strong> thus becomes an exercise in recovering Dominican historical memory, through the account of military officers who, at different times and under different circumstances, assumed positions that the author identifies as fundamental for the defense of the Constitution and the country’s democratic institutionalism.<\/p>\n","protected":false},"excerpt":{"rendered":"
