In just seven months, the MIVHED has already surpassed the 953 licenses issued during last year.

Bisonó attributed these results to the strengthening of institutional capacity and the modernization process of the permitting system being developed by the ministry, with an emphasis on mechanisms that allow for greater traceability, standardization, and transparency.

“These results reflect an institution with a greater capacity to manage and respond, always maintaining the technical rigor that each project requires,” the official stated.

MIVHED records its highest monthly average

MIVHED data also shows an evolution in the average number of licenses issued monthly since the institution’s creation.

In 2021, the average was 85 licenses per month, while in 2022 it reached 107. For 2023 it stood at 93 and in 2024 it reached 102. In 2025, the average dropped to 79 licenses per month.

During the first seven months of 2026, however, the average increased to 160 licenses per month, becoming the highest level in the entire series.

The behavior recorded in July contributed significantly to that result, with the 201 licenses issued during the month.

Santo Domingo led the emissions with 103 licenses, followed by Santiago, with 43; Punta Cana, with 41, and San Francisco de Macorís, with 14.

Of the total permits granted in July, 173 corresponded to definitive licenses, while the remaining 28 were conditional licenses.

More than RD$406 billion in investment

The increase in licenses is also related to a significant growth in the investment amount associated with the authorized projects.

Between January and July 2026, the permits issued by the MIVHED correspond to projects representing an estimated investment of RD$406.715 billion.

During the same period of 2025, licensed projects represented around RD$150,163 million, so the year-on-year growth of the associated investment reached 171%.

In July alone, the 201 licenses issued are linked to projects representing more than RD$76.524 billion in investment and an estimate of 56,684 direct jobs associated.

These figures reflect the impact that streamlining permitting processes can have on construction activity and the generation of jobs directly and indirectly linked to the sector.

Modernization of permitting

Minister Ito Bisonó assured that the MIVHED will continue working on the modernization of processes related to construction permits, with the purpose of improving the institution’s responsiveness without reducing the technical controls required to guarantee the safety and quality of projects.

The strategy seeks to strengthen coordination between the different areas involved in project approval and offer greater certainty to those participating in the construction sector.

The Ministry of Housing, Habitat and Buildings, created by Law No. 160-21, has among its responsibilities the planning, regulation and supervision of public and private buildings, in addition to the development of policies related to housing and habitat.

With the results accumulated through July, the MIVHED records one of the most active periods since its creation, while the Government highlights the performance of permits and investment as part of the boost to the development of the construction sector in the Dominican Republic.

Santo Domingo, DR.– The Ministry of Housing, Habitat and Buildings (MIVHED) reached its highest monthly record of construction permits since its creation in July 2026, by issuing 201 permits nationwide, a result that reflects the increase in permitting activity and the investment associated with the construction sector.
