Santo Domingo.<\/strong>– The former director of the National Health Insurance (SeNaSa), Santiago Hazim<\/strong>, arrived this Wednesday at the Ciudad Nueva Palace of Justice to<\/strong> participate in the hearing in which the Seventh Instruction Court of the National District will hear the Public Ministry’s request to extend by four months the deadline to conclude the investigation and present a formal accusation against him and other defendants.<\/p>\n\n\n\n

Hazim arrived at the court limping and with difficulty walking<\/strong>, while being transported under custody. His arrival occurred amidst the attention generated by the judicial process investigating an alleged administrative corruption scheme at the National Health Insurance.<\/a><\/p>\n\n\n\n

The hearing is scheduled for 9:00 in the morning and will be heard by judge Deiby Timoteo Peguero, <\/strong>who is in charge of the investigation phase of the case. The Public Prosecutor’s Office seeks to have four additional months to complete the investigative proceedings before formally presenting its accusation.<\/p>\n\n\n\n

The request was filed by the director of Prosecution of the Public Ministry, Wilson Camacho, and the deputy prosecutor and head of the Specialized Prosecutor’s Office for the Prosecution of Administrative Corruption (PEPCA), Mirna Ortiz.<\/strong><\/p>\n\n\n\n

According to the investigation by the prosecuting body, the alleged structure is said to have caused an economic loss to the State that was initially estimated at more than RD$15 billion<\/strong>. Other information related to the case file has placed the amount under investigation at over RD$19 billion, while the Public Prosecutor’s Office continues to expand its inquiries.<\/p>\n\n\n\n

Hazim is identified as one of the main defendants in the case and is serving pretrial detention at the Najayo Men’s Correction and Rehabilitation Center. In December 2025, the court imposed 18 months of pretrial detention on him along with other defendants, a measure that has subsequently been ratified in judicial reviews.<\/p>\n\n\n\n

On August 6, the Seventh Instruction Court once again ratified the pretrial detention against Hazim and other defendants. On that occasion, the Public Prosecutor’s Office maintained that the circumstances that gave rise to the coercive measure had not changed and defended the need to keep it in effect.<\/p>\n\n\n\n

Accusation against Hazim<\/strong> <\/h2>\n\n\n\n

The file also includes other former officials and suppliers linked to SeNaSa, to whom the Public Ministry attributes various crimes, including coalition of officials, prevarication, criminal association, bribery, fraud against the State, embezzlement, forgery, use of forged documents, and money laundering. These are charges that must be substantiated by the prosecution and subsequently evaluated by the courts.<\/p>\n\n\n\n

The defense for the accused has opposed the Public Prosecutor’s Office’s proposals at various stages of the process and has questioned aspects of the charges filed. The court must hear the arguments from both parties before deciding whether to grant the four additional months requested by the prosecuting body.<\/p>\n\n\n\n

The decision adopted by the judge will be decisive for the continuity of the investigation, because it will allow establishing the time that the Public Prosecutor’s Office will have to conclude the pending proceedings and define the accusation that it will bring before the courts.<\/p>\n\n\n\n

Meanwhile, the proceedings against Hazim<\/strong> and the other defendants continue in the investigative phase, so there is not yet a definitive sentence establishing criminal liability. This Wednesday’s hearing focuses exclusively on the request for an extension of the deadline to file the formal indictment.<\/p>\n\n\n\n

The judicial session is unfolding under high expectations due to the economic magnitude attributed to the case and the number of people involved in the investigation.
