The discussion about a possible electricity rate readjustment returns at an especially delicate moment. The 2025-2028 Multi-Year National Public Sector Plan proposes resuming the adjustments suspended since 2022 to bring the rate closer to the actual cost of the service, although the Minister of Energy and Mines, Joel Santos, clarifies that there is currently no decision to implement them. The problem is that, while there is talk of financial sustainability, many households feel they are already paying more: Edesur customers have reported increases of up to 200% in their bills.<\/p>\n\n\n\n
The figures explain why the issue can no longer be postponed. Between 2014 and 2024, the State transferred RD$505.629 billion to cover the deficit of the three distributors, and, just up to August 14 of this year, the electricity subsidy had consumed RD$78.8 billion. As of May, the losses of the EDEs reached 38.9% combined: 56% at Edeeste, 31.6% at Edesur, and 26.1% at Edenorte. UASD researcher Jos\u00e9 Luis Moreno de San Juan considers that a readjustment is necessary given the cost of fuel and a tariff that has been frozen since April 2022.<\/p>\n\n\n\n
But acknowledging that the rate needs revision does not mean handing the bill for inefficiency to those who pay every month. Before asking for an additional sacrifice from families and businesses, the distributors must demonstrate conclusive results in loss reduction, collection, metering, maintenance, and service quality. It cannot be normalized that nearly four out of every ten units of energy are lost and that the main response is to seek more money from the user’s pocket. Much less so when blackouts, billing complaints, and huge performance differences between one distributor and another persist.<\/p>\n\n\n\n
The country needs a sustainable tariff, yes, but also sustainable EDEs. If a readjustment eventually comes, it must be gradual, transparent, technically explained, and accompanied by protection for the most vulnerable households. At the same time, the Government must present public and verifiable goals to reduce losses and improve service. The electricity deficit cannot continue to become a blank check from the national budget, but it also cannot be solved with the easiest way out: charging more to those who already pay.<\/p>\n","protected":false},"excerpt":{"rendered":"
