Santo Domingo.- V\u00edctor Livio Enmanuel Cede\u00f1o Brea<\/strong> is a Dominican lawyer specializing in economics, banking law, and financial regulation, with experience in the public sector, academia, and advising national and international financial entities.<\/p>\n\n\n\n

On August 31, 2026, he was appointed by President Luis Abinader as Superintendent of Banks of the Dominican Republic<\/strong>, through Decree 606-26, replacing Alejandro Fern\u00e1ndez Whipple.<\/p>\n\n\n\n

Academic background<\/h3>\n\n\n\n

Cede\u00f1o Brea possesses a solid academic background in law, economics, and finance. He holds a Ph.D. in Law and Economics<\/strong>, graduating in 2017 from a program developed by the universities of Hamburg, Rotterdam, and Bologna<\/a>.<\/p>\n\n\n\n

Before being appointed superintendent, Cede\u00f1o Brea served as Deputy Manager of Regulation and Innovation at the Superintendency of Banks of the Dominican Republic<\/strong>.<\/p>\n\n\n\n

During that stage, he\/she had responsibilities over the departments of Regulation, Innovation and Financial Regulation, Registries and Authorizations, Anti-Money Laundering, Sanctions, and Economic Studies.<\/p>\n\n\n\n

He\/She was also in charge of coordinating the technical committee of the Superintendency of Banks<\/strong>, accumulating direct experience in the regulatory and supervisory processes of the Dominican financial system.<\/p>\n\n\n\n

His career also includes work as a legal and economic advisor to financial entities and national and international firms<\/strong>.<\/p>\n\n\n\n

International experience and money laundering prevention<\/h3>\n\n\n\n

Another area of specialization for Cede\u00f1o Brea is anti-money laundering and counter-terrorist financing<\/strong>.<\/p>\n\n\n\n

He has developed consultancies and training programs for global banks and has delivered more than 100 training sessions internationally<\/strong> in Europe, the Middle East, Asia, and Latin America.<\/p>\n\n\n\n

Teaching and research<\/h3>\n\n\n\n

Cede\u00f1o Brea has also developed a career linked to higher education. He is a university professor<\/strong> and served as Vice Rector of Research at the OMG Institute<\/strong>.<\/p>\n\n\n\n

As a researcher, he has participated in the development of studies and academic articles related to his areas of specialization.<\/p>\n\n\n\n

At the helm of the Superintendency of Banks<\/h3>\n\n\n\n

His arrival at the Superintendency of Banks comes through Decree 606-26<\/strong>, signed by President Luis Abinader.<\/p>\n\n\n\n
