Tropical Depression Edouard is bringing torrential rain and flooding to southeastern Texas after moving inland near the Texas-Louisiana border, with some areas receiving more than 20 inches of rain.<\/p>\n\n\n\n
A flash flood emergency, the highest level of flood warning issued by the National Weather Service, was declared early Wednesday for parts of Hardin and Tyler counties in eastern Texas. Between 10 and 21 inches of rain has already fallen in those areas, according to the National Weather Service.<\/p>\n\n\n\n
At least one rescue was carried out in Hardin County after a vehicle became stranded while driving into floodwaters, Aaron Tupper, the county’s emergency management coordinator, told CNN. Streets were also flooding across the county.<\/p>\n\n\n\n
Edouard also dumped as much as 10 inches of rain in six hours overnight in Polk County, north of Houston.<\/p>\n\n\n\n
Although the storm is weakening rapidly as it moves farther inland, eastern Texas remains at risk for additional heavy rain and flash flooding. Flood watches are in effect for more than 7 million people across the region, including areas from Houston and Beaumont to southeast of Dallas.<\/p>\n\n\n\n
The greatest threat is in the Texas Piney Woods region north of Houston and northwest of Beaumont, where another 6 inches or more of rain could fall through Wednesday night. A Level 3 out of 4 risk for flash flooding is in effect in the area.<\/p>\n\n\n\n
Edouard’s winds have also weakened since the storm moved ashore, but wind advisories remain in effect across eastern Texas, with gusts of up to 40 mph possible through Wednesday afternoon.<\/p>\n\n\n\n
