Santo Domingo. \u2014<\/strong> Road mobility specialist Dary Terrero<\/a> proposed that the Dominican State explore an institutional alliance with the United States Embassy in the Dominican Republic so that, at the moment a citizen applies for a U.S. visa, it can be verified if they have outstanding traffic fines.<\/p>\n\n\n\n

While participating in the Juego Pol\u00edtico<\/em> program, Terrero presented the initiative as an alternative to incentivize compliance with traffic violation penalties and strengthen the collection mechanisms for infractions. The proposal is based on the premise that many citizens accumulate fines over long periods without paying them and only regularize their obligations when they need to carry out some procedure considered a priority.<\/p>\n\n\n\n

In that sense, he considered that the possibility of incorporating a traffic fine verification within processes linked to the United States visa application could become an incentive for drivers to try to keep up to date with their obligations.<\/p>\n\n\n\n

\u201cHere, Dominicans don’t pay fines until they have to process some paperwork. When they go to get a certificate of good conduct, when they go to renew their license. So, when you go to the consulate, they ask you for that documentation. It’s even something that the State and the Embassy could do at their discretion, without announcing it,\u201d said Terrero.<\/p>\n\n\n\n

Likewise, he anticipated that, when that plan begins to be implemented, it will be the Dominicans themselves who will “spread the word” that the fine must be paid before going to the consulate, since, in his view, “Dominicans protect their visa with their lives.”<\/p>\n\n\n\n

Proposal does not mean the U.S. uses fines to grant visas<\/h4>\n\n\n\n

The main objective would be to use processes that generate high citizen interest as an incentive for the fulfillment of pending obligations, without transferring the powers of the Dominican authorities or affecting the procedures established by the United States for the evaluation of visa applications.<\/p>\n\n\n\n

Terrero proposes using fine revenue to create speed cameras<\/h4>\n\n\n\n

Dary Terrero’s proposal is part of a broader approach related to the need to strengthen traffic oversight in the Dominican Republic through technological tools.<\/p>\n\n\n\n

Terrero pointed out that Law 63-17 on Mobility, Land Transport, Traffic and Road Safety provides the powers for the National Institute of Traffic and Land Transport (Intrant) to implement technological mechanisms aimed at improving oversight.<\/p>\n\n\n\n

Based on that possibility, he proposed using a portion of the resources generated by fines to develop and maintain a photo-enforcement system, through which certain traffic violations can be detected automatically.<\/p>\n\n\n\n

The mechanism would allow for documenting infractions using technological equipment, generating evidence, and expanding the oversight capacity of authorities, particularly in areas where it is difficult to maintain a permanent presence of traffic officers.<\/p>\n\n\n\n

The proposal combines three elements: incentivizing the payment of traffic violations, improving transparency regarding the resources generated by fines, and using part of those funds to develop tools such as automated traffic enforcement cameras.<\/p>\n\n\n\n

Finally, Dary Terrero called for observing the emergency in which the Dominican Republic finds itself today regarding traffic, citing as an example larger nations that managed to solve the situation of transport and road insecurity.<\/p>\n\n\n\n
