Santo Domingo.<\/strong>– The Minister of Interior and Police, Faride Raful<\/strong>, assured that the exchanges of gunfire recorded during September between National Police agents and individuals identified as alleged criminals do not respond to a State policy.<\/p>\n\n\n\n

During an interview on the program El Despertador<\/em>, by Grupo SIN<\/strong>, <\/a>broadcast on Color Visi\u00f3n, Faride<\/strong> explained that the police reform establishes the preservation of human rights and the proportional use of force by officers as a priority.<\/p>\n\n\n\n

The official pointed out that the National Police reform process, consolidated through a decree in 2024, establishes guidelines related to the conduct of officers and respect for human rights.<\/p>\n\n\n\n

\u201cShootouts, as everyone knows, are not a State policy,\u201d<\/strong> stated Faride<\/strong>, referring to the clashes recorded during the month of September.<\/p>\n\n\n\n

The minister maintained that police reform must be based on the good conduct of officers and the proportional use of force, in accordance with the established protocols for police actions.<\/p>\n\n\n\n

Faride<\/strong>‘s statements come at a time when clashes between police officers and alleged criminals have drawn attention due to the number of people who have died during these operations.<\/p>\n\n\n\n

According to the data cited in the interview, during September more than 40 alleged antisocials have confronted members of the National Police and subsequently died in circumstances described by the authorities as exchanges of gunfire.<\/p>\n\n\n\n

Just during the last week, according to figures cited by List\u00edn Diario<\/em>, around 17 men were killed in alleged exchanges of gunfire recorded over a seven-day period and in different parts of the country.<\/p>\n\n\n\n

When questioned about the statements of President Luis Abinader, who recently warned criminals that they should turn themselves in to the authorities or they would be hunted down, Faride<\/strong> said that the president’s words were clear and that it was not her place to interpret them.<\/p>\n\n\n\n

\u201cThe president said it clearly, it is not for me to interpret his words,\u201d expressed Faride<\/strong>, before referring to the operability she observes daily on the streets.<\/p>\n\n\n\n

The official explained that, from her position, it is her responsibility to evaluate the conduct of police officers during operations and the confrontations that occur in the exercise of their duties.<\/p>\n\n\n\n

According to Faride<\/strong>, in many of these cases, the agents do not find the suspects with their hands up, but rather confrontations occur during the interventions.<\/p>\n\n\n\n

\u201cGenerally, what we see in that task force is that the agents are not awaited with their hands up, generally, but rather they are awaited with confrontations,\u201d the minister maintained.<\/p>\n\n\n\n

Faride<\/strong>‘s statements once again place the use of force during police operations into the public debate, as well as the need for these actions to be carried out under the principles established in the institution’s reform process.<\/p>\n\n\n\n

The minister insisted that the preservation of human rights constitutes a priority within the police reform and that the use of force must respond to criteria of proportionality.<\/p>\n\n\n\n

As operations against crime continue, authorities must determine in each case the circumstances under which the clashes and deaths reported during these interventions occurred.<\/p>\n\n\n\n

Faride<\/strong> reiterated that exchanges of gunfire do not constitute a State policy and argued that police actions must remain within the parameters established by the institution’s reform.<\/p>\n\n\n\n
